The proponent (Trans-Kalahari Logistic cc) was granted an ECC for the Rezoning of Portion A of Erf 4187 from Public Open Space to "Business" and for the construction of a multi-tenant commercial plaza in Ondangwa. All the necessary documents (including the updated EMP, consent from the town council, factual laboratory test results, etc.) requested by the Ministry of Environment, Forestry and Tourism in support of this ECC renewal, ownership transfer and scope amendment were already submitted to the DEAF on 15 March 2022. The proof of submission; including the BID, ECC renewal & Transfer applications, the previously granted ECC are all attached herein for your perusal and consideration. The previous ECC application for this application was APP-003444.
All the necessary documents (including the revised and updated EMP reports, consent from the Competent Authority, proof of stakeholder consultations, etc.) previously requested by the Ministry of Environment, Forestry and Tourism to support the ECC application for this project were already submitted to the DEAF on 3 March 2022. A hard copy resubmission at MEFT was done on 26 September 2022 to replace documents lost when the online EIA system crashed last year (2022). The ECC is for the operation and maintenance of an existing 66kv Kuiseb-Langer Heinrich transmission line, Langer Heinrich and Uranium substations in Erongo Region. The Kuiseb-Langer Heinrich 66kV route runs north-eastwards from the Kuiseb Substation towards the Langer Heinrich Mine area. This transmission line is 58 km in length and was constructed with wood (Kamarad) 5 pole structures in 2006. This ECC application include the 2 substations namely: Langer Heinrich and Uranium as they are both associated with this transmission line. The Kuiseb substation already has an ECC.

The ECC is for Environmental Scoping Assessment (ESA) for the proposed amendments to the small-scale mining activities on Mining Claims (MCs) No. 69840 - 69843 located northwest of Okombahe in the Erongo Region, Namibia: An Amendment of the Current Environmental Clearance Certificate (ECC).
This is renewal for the ECC for the operation and maintenance of an existing 132kv Otjikoto – Okatope Transmission line Oshikoto Region. In 2019, NamPower obtained an Environmental Clearance Certificate (ECC) for the Vegetation Management within the 132 kV Otjikoto – Okatope Transmission line servitude, However, the other operational and maintenance activities were not included in the previous ECC which was issued.
The ECC is for the operation and maintenance of an existing 66kv Khan - Henties Bay transmission line and Henties Bay substation in Erongo Region. The 66kV Khan - Henties Bay route runs north-westwards from the Khan Substation via the Trekkopje Mine area towards Henties Bay. This transmission line is 104 km in length and was constructed with wood (Kamarad) 5 pole structures in 1990. The Henties Bay substation is an indoor substation that covers a footprint of about 550 sqm.

It is therefore against this background that NamPower intends to apply for the operational Environmental Clearance Certificate in order to comply to the Management Act (Act 7 of 2007) and its regulations.

The proponent intends to excavate and remove aggregate for industrial and construction purposes. The Environmental Regulations procedure (GN 30 of 2012) stipulates that no aggregate removal activities may be undertaken without an environmental clearance certificate. As such, an environmental clearance certificate must be applied for in accordance with regulation 6 of the 2012 environmental regulations.
