Abstract:

Evululuko is historically recognized as the oldest and most densely populated informal settlement within the operational jurisdiction of the Oshakati Town Council. Addressing the challenges of this area - specifically the lack of secured tenure, infrastructure, and essential municipal services - is a critical developmental priority. This formalization initiative is directly aligned with, and mandated by, the Government of the Republic of Namibia’s (GRN) National Formalization Program, as articulated by the Ministry of Urban and Rural Development (MURD) for the 2025-2027 strategic planning cycle. The Oshakati Town Council is therefore proceeding with the accelerated establishment of Evululuko Township to fulfill this national directive. The establishment involves the systematic planning, surveying, and servicing of the area to ensure safe, sustainable, and dignified urban living conditions for all residents. Consequently, this application for an Environmental Clearance Certificate (ECC) is not merely a statutory request but represents a required regulatory step in the implementation of a priority national mandate. Expedited clearance is respectfully requested to ensure the Town Council maintains the necessary momentum to comply with the GRN’s specified timelines for formalization and service delivery.
