Abstract:

Request to the Environmental Commissioner in terms of Section 33 of the Environmental Management Act of 2007 whether an EIA/ECC is required or not for the rezoning of the Remainder of Erf 136 Karibib (918m²) from Single Residential to Street for the creation of a small cul-de-sac street. The land is already being used as an informal street, lending access to the existing house on Erf 136 Karibib. Rezoning to Street will formalise the current situation. It is our reasoning that the rezoning can proceed without an EIA/ECC as the street area is within an urban area, is already being used as a "street" by the private owner and rezoning land to street is not a listed activity that requires an EIA to be undertaken. More reasons are set out in the attached BID. Should the EC grant the applicant permission to proceed without an EIA/ECC, then it means the subdivision can be approved by the Urban and Regional Planning Board, and the existing occupants can take transfer/ownership of the company houses. QKR Namibia Navachab Gold Mine (Pty) Ltd is selling the existing houses to company employees.
