The rezoning of land zoned residential to business is a listed activity; therefore, it is necessary to apply for Environmental Clearance for the rezoning of Erven 14, 15, 16, and 17 from Residential to General Business, as there is a need to establish a retail business with possible flats on the consolidated site.
The ECC is for the rezoning of Erf 1423 from Single Residential to General Business. The proposed "General Business" zoning will permit a wide range of office and business land uses as primary right. In the long term, the existing buildings will be re-developed into an office/business building. In the immediate short term, the owner intend to convert the existing dwelling house into offices with the required on-site parking. No site development plan has been prepared to date.
The owner intends to obtain office/business rights to permit the redevelopment of the site into an office/business for the renting and hiring of cars (Sea Breeze Car Hire CC). The short-term intention is to use part of the current dwelling unit and ancillary outbuildings for office space, henceforth the application for consent for home-based business. The long-term intention is to convert the entire "existing dwelling" and outbuildings and develop a new office and business premises on the site once the rezoning application has been finalized.

The ECC is required for Upgrading MR76 from Gravel Road Standards to Bitumen Road Standards. The project road provides critical connectivity between northern Namibia, Angola, and the coastal Erongo Region. Once upgraded to bitumen standards, MR76 will form a vital part of Namibia’s regional road network, supporting both rural and urban development along its corridor. Road infrastructure plays a key role in improving socio-economic development. The upgrade of MR76 is expected to: Enhance access to health, education, and markets. Lower travel times and vehicle operating costs.
Enviro Management Consultants Namibia (EMCN) is appointed to undertake the Environmental Assessment relating to the proposed project - Direct Appointment of Element Consulting Engineers for the Design, Contract Documentation, Site Supervision and Contact Administration for Upgrading of Various Roads in Nkurenkuru - Kavango West Region. The Road Fund Administration together with the Nkurenkuru Town Council are funding this project which involves the upgrading of various roads within the Nkurenkuru Town.
The Roads Authority of Namibia (RA) appointed Element Consulting Engineers to perform the emergency consulting services for detailed design and tender documentation, evaluation and supervision for the rehabilitation of several streets on the Otjiwarongo Municipal area in the Otjiwarongo Maintenance Region. Enviro Management Consultants Namibia (EMCN) is appointed to undertake the Environmental Assessment relating to the proposed project.
Change of land use from residential to business. In the immediate short term, the owners intend to convert the existing flat building into offices with the required on-site parking. In the long term, the existing buildings will be demolished and a three-storey building could be developed with each floor potentially comprising the following land uses: Ground Floor: Offices and/or Retail/Shops; First Floor: Offices/Apartments; Third Floor: Apartments No site development plan has been prepared to date.
The Roads Authority of Namibia appointed Element Consulting Engineers (Pty) Ltd, to perform consultancy services for the detail design, tender documentation, contract administration and site supervision for the detail design for rehabilitation of TR1/3 Section B and C and upgrading to Low Volume Seal of MR98 (Tses – Berseba) //Karas and Hardap Regions.
Numerous road upgrades are taking place in and around the town of Rundu - Kavango East Region. The construction of these roads require suitable material for the layer works as well as the surface. Suitable materials are very difficult to obtain in this area of Namibia and the sources are limited. During the site visit the Roads Authority together with the contractor and engineers identified one source suitable. This borrow pit is located approximately 10km south of Rundu and is known as the Ncuma road borrow pit.
As part of its mandate, the Roads Authority must ensure that the marginalized communities are served by the national road network. Main Road 119 provides access, to essential services like schools and medical facilities, to the Talismanus community. Maintaining the existing gravel road has become costly due to the excessive deterioration and upgrading the road is more feasible.
The road between Rundu and Divundu is being rehabilitated and material is required for this operation. The only suitable material to be found is an existing borrow pit close to Divundu. This application is for permission to extract material from the existing borrow pit and to crush it on site. This material will be used for the road rehabilitation.
This is a renewal application of an existing ECC for this project.
Renewal of ECC for the closure and rezoning of a 120m² portion of Erf 1464 Hentiesbaai Extension 4 from "Public Open Space" to "Local Authority" to permit the development of a new Erongo RED electrical substation. The previous ECC was issued on 12 April 2019 and has lapsed, hence application is made to renew this ECC. Only a 120m² portion of the erf will be closed, constituting 2.3% of the total Erf 1464 Hentiesbaai Ext 4 (5165 m²). The Remainder of Erf 1464 Hentiesbaai Ext 14 will remain open as a "Public Open Space".
The project consists of three (3) sections A to C. Section A to C of bitumen surface standards to be removed, stockpiled, and reconstructed. Section A and B are located on the section of road in between the orange river and part of the Magalies mountain range, and after Sendelingsdrift mine. Section C is also a section constructed with high fills. The level of the road was increased by ± 7 metres, with 8 % superelevation. Section A, B are in the vicinity of Sendelingsdrift mine, next to the Orangeriver, sections C along the Auchas pass.

The Environmental Clearance Certificate is for the permanent closure of Erf 9806 Swakopmund Extension 39 (2251m²) as Public Open Space and subsequent rezoning to General Business on condition that adjacent Erf 9793 Swakopmund Extension 39 (1835m²) be rezoned from General Residential 2 to Public Open Space to partially replace open space.

Construction of low volume seal road.
The purpose of this application is to renew the Environmental Clearance Certificate for the establishment and operation of the proposed Service Station on the Remainder of Erf 5433 Walvis Bay (Dunes Mall), Erongo Region. The ECC was issued on 07 September 2018 and will expire on 06 September 2021.

It was agreed that a full EIA is not required due to the fact that it is existing roads and existing borrow pits to be used for the proposed project. The subdivision, closure and rezoning of a 360m² portion of Erf 5238 Walvis Bay Extension 14 (126,133m²) from "Public Open Space" to "Utility Services" to legalize and entrench the continued existence of an electrical switching station originally built in 1963. A "Utility Services" zoning permits the development of land for the provision of services (other than those provided by the Council) and includes communication towers and electrical substations and other similar facilities that are uninhabited. No construction is proposed – the existing switching station was built in 1963.
An application for exemption from conducting an EIA and preparing an ECC because the rezoning of land from Institutional to Local Business is not a listed activity.
To consult the Environmental Commissioner to determine whether the sale and permanent closure of a railway reserve is a listed activity and whether this activity requires an ECC.
