ECC is for the bunkering of marine gas oil (MGO) within the exclusive economic zone of Namibia. Two methods of bunkering will be pursued by the Proponent. Firstly, it will be the ship-to-ship transfer of fuel for refuelling purposes of seafaring vessels like petroleum, mining and fishing vessels that do not make regular calls to a port. Fuel is typically loaded into a bunker barge within a port, or from a floating bulk storage vessel, and the bunker barge then pumps fuel into the receiving vessels wherever they requested fuel to be received. The second method entails the provision of fuel to vessels berthed within a port via belowground pipelines servicing the quayside for bunkering purposes.
