The Municipality of Swakopmund has proposed to establish four township developments on portion 161, 162, 163 and 164 of the remainder of Portion B of Swakopmund townlands No.41. Mrs. Ester Ndapewa Embanga, hereinafter referred to as the proponent, is the owner of Erf 4369, located in Oshakati Proper, along the Mandume Ndemufayo Street. Erf 4369 is currently zoned "Single Residential; with bulk 1/300 and is occupied with a main house and flats. The owner intends to increase the development potential of the property by upgrading the main building to accommodate an office space, formalize the existing flats and create ample parking onsite for the customers.
Kunene Crush Stone cc was granted an ECC for small-scale mining activities on mining claims 70199-70203, 70207-70210 at Otjokavare village, Kunene region. The ECC, was issued on the 19 June 2018 and had expired on the 19 June 2021. The proponent intends to continue with the mining activities, hence the application for renewal of the ECC. Here attached are the bi-annual reports for the period June 2018 to June 2021 which details the environmental performance as well as the updated EMP. This is a resubmission of Application. The Original Application number was APP002904 in August 2021.
Mr. Jasper Theron Uys of Kunene Crush Stone cc was granted an Environmental Clearance Certificate for the following activities at Otjongava village, Opuwo in Kunene Region. Small-scale mining on three mining claims (69263, 69264 & 69265). Sand mining activities in Otjongava River. Bricks Making project Due to the economic meltdown over the recent years, all activities have been on halt since 2015. The proponent has found new investments and intends to commence with the operations as initial planned.
The proponent intends to apply for the closure and rezoning of Erf 1970 from Public Open Space to Institutional, Extension 9, Outapi in the Omusati region. In terms of the Environmental Management Act (EMA) No. 7 of 2007 (Schedule 5.1) and its regulations (GN No. 30 of 2012), The rezoning of land zoned "Public Open Space" to any other land use cannot be undertaken without any EIA being undertaken and an ECC being obtained.
The proponent (Trans-Kalahari Logistic cc) was granted an ECC for the Rezoning of Portion A of Erf 4187 from Public Open Space to "Business" and for the construction of a multi-tenant commercial plaza in Ondangwa. The ECC was granted on 24 October 2017 and expired in October 2020. The ECC was granted on 24 October 2017 and expired in October 2020. Upon the granting of the ECC, only the Rezoning process has been completed. The Rezoning layout has since been approved by the Urban and Regional Planning Board and is hereto attached (Annexure A).
The Dr. Erastus Shapumba, hereinafter referred to as the proponent, intends to construct a shopping business complex to be named "Las Vegas City Center" consisting of retail shops, accommodation entertainment, hospitality, pharmacies, and recreational facilities as well as associated infrastructures. Given the fact that the proposed development site is located on an area which is prone to seasonal flooding, an earth dam will be constructed at the site to enable the harvesting of seasonal flood and rainwater for the benefit of the local community.
The Municipality of Swakopmund intends to carry out the subdivisions of Erf 1023 into Portions A, B and Remainder as a street and Subdivision of Erf 3778 into Portion C and Remainder as a street, Consolidate Portions B and C into Erf X and Rezoning of Erf X and Portion A from "Street" to "General Business". Additionally, apply for the subdivision of Erf 3654 into Portion A and Remainder as "Street".
The existing municipal sewage treatment plant (STP) was commissioned in 2012 and replaced the old sewage treatment plant located in Tamariskia. The STP receives and treats all liquid waste generated from the town. The Municipality of Swakopmund obtained a Wastewater and Effluent Disposal Exemption permit for the operation of the STP which is valid until 2025. The STP does not have the required Environmental Clearance Certificate (ECC) since there was no environmental impact assessment (EIA) done at the time of its commissioning.
The proponent intends to apply for the Rezoning of Erf 3156 located in Rundu Extension 7, from Single Residential with dentistry 1/300 to "Business" with density Bulk 1. The property (Erf 3156) is already occupied with a business property (Shebeen) thus, the proposed rezoning is necessary to formalize the existing situation in line with the Rundu Town Planning Scheme and obtain approval from the Urban and Regional Planning Board (URPB). This application has already been submitted on 06 September 2022.

The Ministry of Environment Forestry and Tourism (MEFT) is implementing a six-year Project called the Namibia Integrated Landscape Approach for Enhancing Livelihoods and Environmental Governance to Eradicate Poverty (NILALEG) Project in partnership with the United Nations Development Programme (UNDP) with financial assistance from the Global Environment Facility (GEF).
Mr. Simbarashe Chanduru intends to subdivide Farm Auas Sud #7 which measures approximately 14 000 ha and utilize about 983 for integrated farming activities. The different farming activities will interact in a symbiotic and synergetic manner thereby optimizing the use of resources on the farm. The overall objective is to practice soil and water conservation on the farm. Several farming activities are proposed to be established on the farm in a phased approach over five years.The activities will be integrated to ensure that waste from each activity will be used up in other facilities.
Prime Ville Investments Pty Ltd has been given approval by the Ondangwa Town Council to carry out the subdivision of Ondangwa Townlands No.882 into Portion A and Remainder and for the establish a township development on Portion A. The township development will consist of 51 properties and remainder as streets. Municipal services will be installed at the proposed township developments. The site is already partial occupied by two residential properties, but a portion of the site is still vacant.
The Erongo Regional Council as a sub-national government commits to deliver prompt quality and accessible services for the community uplifment through good governance for sustainable socio-economic development. The council is committed toward waste management within its jurisdiction through establishment and formalization of waste disposal sites within its jurisdictions. The ERC was granted an ECC for the construction, operation and maintenance of a waste disposal site in Uis. This ECC was issued in 2018 and expired in 2020.

The Okahao Town Council was granted an Environmental Clearance Certificate for the operation and management of the existing wastewater disposal site (Oxidation Ponds) on 18 January 2018 and expired in January 2022. The Town Council has appointed Green Gain Consultants cc to carry out the renewal of the ECC to ensure due diligence and compliance with the Environmental Management Act 07 of 2007 and other relevant legislations. The site has already has a valid Wastewater and Effluent Disposal Exemption permit valid until 2027.

The Namibia Water Corporation (NamWater) Ltd, hereinafter referred to as the proponent supplies water to the Henties Bay Water Supply Scheme (HWSS) with groundwater from the Omdel well field that is linked to the Omdel-Swakopmund Water Supply Scheme. Water is supplied through a 6550 m supply pipeline and bulk water storage infrastructure located in the town Central Business District (CBD). Due to aging infrastructure and increased demand, NamWater has decided to upgrade the bulk water supply infrastructure of the HWSS.
Mrs. Lizzie Caroline Armstrong, hereinafter referred to as the proponent, intends to commence with mining activities on six mining claims 72915, 72916, 72917, 72918, 72919 and 72920 located in the Otjozondu area, Otjozundjupa region. All MCs are adjacent to each other on the Farm Ebenezer No.377. Mining activities in the Otjozondu area has taken place intermittently since the 1950s and continues today. This has led to the establishment of the existing Manganese Mine Project consisting of a manganese pit, processing plant and supporting infrastructure.

Exploration activities on the study area have taken place since 2016 (although it was held under different EPLs). Exploration activities undertaken to date include geological mapping, rock chip sampling, channel sampling, float bulk sampling, Niton hand-held XRF mapping, and ground magnetic, gravity, and resistivity surveys.

Tsandi Village Council has been issued with an ECC for the Sand mining on Portion A/988, Remainder of Tsandi Townlands. The ECC was issued on 06 December 2018 and expired on 06 December 2021. To ensure due diligence and compliance with the Environmental Management Act 07 of 2007 and its Regulations of February 2012 for the ongoing sand mining activities, Tsandi Village Council is hereby requesting for the renewal of the ECC.
Eco Waste Technologies cc specializes in waste management, recycling, harmful substance removal, and spill clean-ups. The company also offers holistic waste management services to the maritime industry such as cleaning of drill rigs, supply ships, and cargos. Different types of waste, which will include general and hazardous waste are often generated from these services. The proponent intends to operate a temporary handling and storage facility at Erf 3373, Energy Street (Industrial area) Walvis Bay.
Oil Technology Namibia cc is a company that specializes in waste oil collection and recycling with its head office in Windhoek and collection depots in the north and south of Namibia and a processing facility in Windhoek. The proponent intends to establish and operate a waste oil temporary handling and storage facility on Erf 3373 located in Walvis Bay’s heavy industrial area. Bulk waste oil collected will be transported to the Windhoek processing facility for refining. There will be NO treatment, refining, or sale to take place on Erf 3373, Walvis Bay.
The town of Lüderitz is currently served with three cemeteries; one has already reached its maximum capacity while the remaining two are also about to reach maximum capacities, hence, the need for a new cemetery ground. The Lüderitz Town Council t is planning the establishment of a new cemetery to serve the town for the next fifty years. Three alternative sites were identified within the Lüderitz Townlands for the possible establishment of a new cemetery.
The town of Lüderitz is served with a waste disposal site located about 2 km east of the town's Central Business District (CBD). The site has been operational for more than forty (40) years, but it does not have an Environmental Clearance Certificate (ECC) nor does it have an Environmental Management Plan (EMP). In terms of the Environmental Management Act (EMA), Act No. 07 of 2007, all activities of Waste Management, Treatment, Handling and Disposal may not be carried out without an Environmental Clearance Certificate being obtained.
Mr. Morne Du Plessis, hereinafter referred to as proponent, was granted an ECC for small-scale mining activities on ten mining claims (70469-70478), located in the Maltahohe district in Hardap region. The ECC was granted on the 08 of October 2018 and expired on the 08 of October 2021. Although exploration activities have taken place on the area in the past, there has not been any mining or exploration activities in the area since 2018 due to the economic meltdown. The proponent has now secured an investor and intends to commence with the mining activities.
The Municipality of Swakopmund intends to apply for the subdivisions of the remainder of Portion B of Swakopmund town and townlands No. 41 into portions 182, 183, and 184 for township establishments of three new township extensions. Refuse Solutions Group was granted an ECC for Gravel mining activities on the remainder of Portion B of Swakopmund Town and Townlands No. 41. The ECC, was issued on the 25th of April 2018 and expired on the 25th of April 2021. The proponent has been allocated about 12.3ha of land for gravel mining and so far about 4.3ha has been mined. The proponent wish to continue with the gravel mining activities, hence, the need to renew the ECC.
Strydo Construction cc was granted an ECC for Gravel mining activities on the remainder of Portion B of Swakopmund Town and Townlands No. 41. The ECC, was issued on the 25th of April 2018 and expired on the 25th of April 2021. The total area allocated to Strydo Construction cc for Gravel mining is 13.3 hectares of which about 6.65 hectares have been mined so far. The company wish to continue with the gravel mining activities, hence the application for the renewal of the ECC.
Kunene Crush Stone cc was granted an ECC for small-scale mining activities on mining claims 70199-70203, 70207-70210 at Otjokavare village, Kunene region. Salt of good quality has historically been mined at the Cape Cross salt pan since the early 1990s in the form of rock salt and re-crystallized salt. The Cape Cross salt pan is located along the coastal line, about 50km from Henties Bay within the Dorob National Park in Erongo Region. In 2009, Cape Cross Namib Investment (Pty) Ltd was granted a Mining Licence (ML147) for solar salt operations and subsequently obtained Environmental authorizations for these operations.
The proponent intends to explore for base and rare metal mineral resources & then mine for commercial purposes. The targeted mineral resource is mainly copper, other minerals that could be found in the area include Lead-Zinc, Cobalt-Nickel deposits.
The Okongo village Council has appointed Plantek Town and Regional Planner cc to subdivide Erf 103, Erf 345, and Erf 329, all located in Okongo proper. Erf 103 and Erf 345 are located on the west side of the town's CBD while Erf 329 in proximity of the CBD adjacent to B10 main road. The proposed subdivisions will result in creation of public roads (streets) to provide access to the created erven. The Okongo village Council intends to establish new township establishments to be known as Okongo extension 3 and 4. Land use and development activities and associated township development activities are part of activities listed under Schedule of activities the Environmental Management Act, No. 07 of 2007 and its Regulations (No.03 of February 2012) as activities that may not been undertaken without an Environmental Impact Assessment study being undertaken and Environmental Clearance Certificate being obtained.
Peace Garden Investments (PTY) Ltd., intends to construct and operate a fuel retail station and truck port on Portion 35 of Eenhana Townlands No. 859. The proposed development site is still undermined, hence Town Planning procedures will be applied for the subdivision of Eenhana Townlands No.859 into portion 35 and Remainder. The intended development entails the construction for a fuel retail station dispensing Diesel and Unleaded Petrol, a Convenient shop selling a variety of lubricants and food items and a truck port consisting of a parking and wash bay.
Cubia Green Fields cc (herein after referred to as "the proponent") has since 2016, been operating an aquaculture (freshwater fish) farm and vegetable garden at Okashaningwa village in the Ruacana constituency of Omusati Region. The farm currently has 1 pond measuring about 2800 m² on average and has a potential to stocked up-to 1000 Catfish or 15000 Tilapia. The plan is to have 8 ponds with measurement of 2800 m² on Average. Hence, seven (7) more additional ponds will be constructed.
The Namibia Water Corporation (NamWater) Ltd. intends to expand the existing Outapi Water Treatment Plant (WTP) by upgrading capacities of certain components and constructing new additional infrastructures. The proposed expansion was necessitated by the fact that current and future water demand of the supply area has surpassed the capacity of the existing plant. Therefore, an additional water treatment capacity is required to respond to the current and future water demand to secure the supply of safe drinking water to the area.
The Coptic Orthodox Church in Namibia intends to construct an outbuilding on Erf 740, Extension 2, Ondangwa to accommodate at least two flats. Although Erf 740 belongs to the church, the Erf is currently zoned as Public Open Space. The Ondangwa Town Council has requested the church to apply for the permanent closure and rezoning of Erf 740 from POS to institutional in terms of Article 50 (1) (c) of the Local Authorities Act 23 of 1992 as amended and Section 105 (12) (a) of the Urban and Regional Planning Act 5 of 2018.
Dr. Erastus Shikongo Shapumba, hereinafter referred to as the proponent, intends to construct a shopping complex to be named "Las Vegas City Center" at Onashiku shaLaban village, Oshana region. Given the fact that the proposed development site is located on an area which is prone to seasonal flooding, an earth dam will be constructed at the site.
The Municipality of Swakopmund is in the process of redesigning the remainder of Erf 5360, Swakopmund Extension 15 by sub-dividing it into seven portions and remainder. As a result of this redesigning, a public road (street) will be created to provide access to the created erven. In terms of the Environmental Management Act (act No. 07 of 2007), "the creation a public road" cannot be done without an Environmental Clearance Certificate being obtained.
The Goboboseb mining hotspots consists of mining claims which are owned and operated by different individuals and/or as groups. Mining activities mainly include artisanal and semi-mechanized methods which are used in extracting a wide range of gemstones. Although mining activities have been taking place for many years at this area, there has not been any Environmental Impact Assessment study done. Thus, ECCs for SSMs have in the past been issued upon completion of Environmental questionnaire and signing a pro-forma Environmental Contract.
The property owner, Mr. Sevelinus Nakale has appointed TOYA Urban Planning Consultants cc to apply for the subdivision of Erf 542 located in Extension 1, Oshikuku., into seven portions and a remainder. As a result of this subdivision, a street network (crescent) with a width of approximately 10m, will be created to provide access to the newly created erven.
Ketu Bricks project has been in existence for more than 20 years. The main principle of business is to manufacture block bricks from sand and cement mixture. Bricks are made by means of a semi-mechanize method which include mixing sand and cement with a concrete mixture and molding bricks by means of hand operated molders. Sand is sourced from local dealers with approved sand permits or occasionally obtained from the approved the nearest sand burrow pits belonging to the Uukwambi Traditional Authority.
Omuthiya Town Council intends to apply for the ECC for the existing Gravel Burrow Pit at Okankololose. The Gravel Burrow pit is located within the Omuthiya townlands and is surrounded by traditional mahangu fields and homesteads of the Okankololose village. Although gravel mining activities have been taking place for many years, there has not been any Environmental Impact Assessment (EIA) or Environmental Management Plan (EMP) prepared for the site.
