TVC was granted with an ECC for the construction, operation, and management of the dumpsite in 2018. The dumpsite is located within the TVC townlands, ±5km north of the D3616 road leading to Onesi from Tsandi. The site is used for the disposal of general household waste originating from houses, institutions, and businesses around town. The site is not gazetted for disposal of hazardous waste, hence all hazardous waste i.e., asbestos, waste oil, etc. generated in town is not allowed.
Tsandi Village Council has for years been conducting sand mining activities on Portion A of Tsandi town and townlands No. 988. The sand mining activities are done through an opencast mechanized mining project to excavate sand in its existing form for direct usage as a construction material for infrastructure development. The removed/mined out sand will be loaded directly into the truck/dumper and sent to buyers. The proponent was issued with an ECC in 2022 and had expired in July 2025. Tsandi Village Council intend to continue with the ongoing sand mining activities.
The town of Swakopmund is one of the towns in Namibia that is faced with severe housing crisis driven by continuous influx of people. The rapid urbanization and increase in informal settlements in the town highlight a significant need for affordable and decent housing. In response to this, the Municipality of Swakopmund has planned to establish new township developments for low, medium and high-density residential developments as well as for commercial developments (business and industrial).
Katima Mulilo Town Council has donated a 17-hectare plot to the Ministry of Sport, Youth and National Service (now falling under the Ministry of Education, Innovation, Youth, Sports, Arts and Culture as a directorate) for the development of an international sports stadium. The proponent was issued with an ECC to operate a temporary handling and storage facility at Erf 3373, Energy Street (Industrial area) Walvis Bay.
Oil Technology Namibia cc hereinafter referred to as the proponent was issued with an ECC for the operation of a Handling and Storage Facility of Waste Oil at Erf 3373, Energy Street, Walvis Bay. The first ECC was issued was issued on 2022-08-12 and is due to expire on 2025-08-12. To ensure due diligence and compliance with the Environmental Management Act 07 of 2007 and its Regulations of February 2012, the proponent intends to apply for the new ECC for the continued operation of a Handling and Temporary Storage Facility of Waste Oil.
Vision of Africa was issued with an ECC for the operation of Camp located Kipwe located within the Tweyfelfontien Conservancy in Kunene region. The first ECC was issued was issued on 16 March 2017 and expired in March 2020. The expired ECC was subsequently renewed but also expired again in 2023. To ensure due diligence and compliance with the Environmental Management Act 07 of 2007 and its Regulations of February 2012, the proponent intends to apply for the new ECC for the continued operation and management of Camp Kipwe Lodge.

Portia Properties Trust hereinafter referred to as the proponent were allocated to blocks of land on Farm 75 and 76 of Farm Wanderdunen No.23 for the purposed township establishment. The proponent has appointed Stewart Town and Regional Planners to apply to the Walvis Bay Municipality and/or the Ministry of Urban and Rural Development for the approval of the subdivision and township establishment. Southern Africa Group hereinafter referred to as the proponent has applied to the Municipality of Walvis Bay to lease a portion of Farm 37 to set up a small-scale urban agriculture project. The intended project entails the development and operation of urban agriculture activities to grow and produce healthy plants under controlled favorable conditions in closed or partially closed space called 'Polyhouse. The envisaged project will adopt highly sustainable and climate smart agricultural practices with super low environmental impacts.
Mr. Johann Blaauw hereinafter referred to as the proponent owns a livestock feedlot located on Plot 59 of the Keetmanshoop Town and Townlands. The site measures approximately 5ha in extent and is located on an area zoned for agricultural purposes. The main site infrastructure consists of holding pans, a workshop, site office and feed storage area. The feedlot has an average operating capacity of 6000 cattle which includes weaners (6months) and slaughtering cattle. The feedlot has 19 permanent employees, all of whom reside in town and only security personnel are accommodated onsite.
Kamato Properties cc, herein referred to as the proponent, has purchased a portion measuring 8000 square meters of Erf 976, Outapi Extension 3 from the Outapi Town Council for the purpose of constructing 15 affordable houses. The sale of the property to the proponent was approved by the Outapi Town Council at its ordinally Council meeting of 08 March 2022. Erf 976 measures approximately 12,114 m² in extent and is currently zoned Public Open Space (POS).

The land is currently zoned undetermined; hence statutory town planning procedures should be applied for the subdivision of the Katima Mulilo Town and Townlands No.1328 in line with the Urban and Regional Planning Act 05 of 2018.
Combo Property Development cc, herein after referred to as the proponent are the owners of Erf 3076 located in Ondangwa Extension 13 and currently zoned General residential. The proponent had reached an agreement with the Ondangwa Town Council (OTC) to increase the development potential of Erf 3076 by constructing 11 houses. To realize this proposal, certain town planning procedures should be applied for the subdivision of Erf 3076 into 11 erven and remainder as street and subsequent rezoning the resulting portions from General residential to Single residential.
Mrs. Justina T. Nelulu herein after referred to as the proponent is the owner of Erf 1578 located in Tseiblaagte Extension 2, Keetmanshoop. Erf 1578, also hereinafter referred to as the development site measures approximately 627 square meters in extent and is currently zoned Residential 2 with density 1:100. The proponent intends to apply for the Rezoning of Erf 1578 from "Residential 2" to "General Business" with a bulk of 2.0. The new zoning of "General Business" will allow the owner to construct an office, a salon and two dwelling units for rentals on the erf.
Introstay Investment Five cc, herein after referred to as the proponent has purchased a portion of land which is currently used as a public road/street (Portion 5), measuring 1065 sqaure meter with the intention of consolidating it to its adjacent properties (Erf 1385, 1386 and 1387). This will result in the existing road/street be diverted between the newly created consolidated property (Erf X) and Erf 1364 (State Veterinary Office).
Swakopmund Municipality intends to apply town planning procedures for the permanent closure of Erf 3352 as a Public Open Space and Rezoning Erf 3352 and Erf 3346 from POS and Institutional respectively to Local Business with Bulk 1.0. The owner intends to purchase a portion of Erf 1307, an adjacent property which is currently zoned Public Open Space with an intention of consolidating it with their property (Erf 1211). To realize the intended development, certain town planning procedures should be applied for the Subdivision of Erf 1307, Closure and subsequent Rezoning of the purchased portion from the current zoning "Single Residential" to "Business".
Mrs. Martha Nashidengo hereinafter referred to as the proponent, is the owner of the two properties Erf 354 & Erf 357, located in Ompumbu Extension 2, Oshakati. The properties are adjacent to each other and both currently zoned "Single Residentials". The owner intends to increase the development potential of the properties by constructing a multipurpose complex on Erf 354 and an accommodation establishment on Erf 357 respectively.
Salt of good quality has historically been mined at the Cape Cross salt pan since the early 1990s in the form of rock salt and re-crystallized salt. The Cape Cross salt mining area is located about 50km from Henties Bay within the Dorob National Park in Erongo Region. Since, 2009, Cape Cross Namib Investment (Pty) Ltd herein after referred to as proponent, obtained the mineral rights under Mining Licence (ML) 147 to operate Solar Salt mining operations from existing crystallizers (ponds).
Keetmanshoop town is widely recognized as the Capital of the South and serves as the administrative capital of //Karas region. As such, the town attracting significant interest from the private and public investor from various industries accompanied by a fast-growing population which put pressure on municipal services. The town's economic and population growth have put immense pressure on Municipal services amongst others is the solid waste management.

The proponent, Northern Fuel Distributors CC / Petrosol intends to establish and operate a bulk fuel storage and supply facility on Erf 5206 and 5207, Walvis Bay Extension 14 (Industrial area). The two properties are located adjacent to each other and have a combined measurement of 18,424m². The proponent is a renowned bulk supplier of fuel and already in possession of a wholesale licence from the Ministry of Mines and Energy (MME).
The proponent, Grey Thorn Nature Estate intends to establish a nature estate development to be known as Grey Thorn Nature Estate. The proposed development site is Portion A of Portion 124 of Farm Ondekaremba No.78 in Windhoek, Khomas region. The property is currently zoned for Agricultural purposes; hence town planning procedures will be applied for the rezoning of the property to the appropriate land use zone in terms of the Kapps Farm Town Planning scheme to enable the proposed activities. Principle approval has been granted by the City of Windhoek for the intended activities.
The owners of Karel Kalenga Private School, hereinafter referred to as the proponent, have purchased a portion of Erf 1134 measuring 12,119m² from the Oniipa Town Council (OTC) for the establishment and operation of a private school. The property in question is already developed with an institutional building, but it is still part of the entire property (Erf 1134) which is still zoned "Public Open Space".
CPP SUREMIX herein after referred to as the proponent, intends to apply for Consumer Installation Certificate (CIC) from the Ministry of Mines and Energy for the continued operation of its existing 5,000-liter diesel tank located at Henties Bay Industrial area. The company specializes in the supply of aggregate and ready-mix concrete and has branches in four coastal towns. To complement its operations, the company has entered into a long-term agreement with a bulk fuel supplier, Bachmus Oil & Fuel Supplies for the supply of diesel to its coastal branches.
The proponent, DA Esta Investment cc has purchased a property (a portion of Erf 3571), measuring 1,248 square from the Ondangwa Town Council for a housing development project. The property (Erf 3571) is undeveloped and is currently zoned "Public Open Space" (POS). In terms of the Town Planning Ordinance (18 of 1954), certain town planning procedures need to be applied for the subdivision of Erf 3571 into Portions A – C and Remainder and subsequent Rezoning of the purchased Portions (A – C) from “POS” to "Single Residential" with to enable the intended housing development.
The proponent, IBIZA GAS SOLUTION intends to continue with the operations of the existing facility for storage, refilling and selling of liquid petroleum gas (LPG) on Erf 3487, Swakopmund. The project site is in the Swakopmund Industrial Area and similar activities have been operated in the past. The proponent intends to refurbish the site and renew the storage and supply of LPG to residents. The project activities involve minor upgrades, refurbishment of existing storage and handling facilities to ensure the facility meets the industry standards.
