The Development Workshop Namibia (DWN) is implementing the Project “Poverty-Oriented Development of Infrastructure in urban areas of Namibia” with financial support from KfW. The project seeks to contribute to more sustainable and inclusive urban development in Namibia by supporting DWN to plan and develop low-cost residential land with titles in 15 towns across Namibia.
The ECC is required for Upgrading MR76 from Gravel Road Standards to Bitumen Road Standards. The project road provides critical connectivity between northern Namibia, Angola, and the coastal Erongo Region. Once upgraded to bitumen standards, MR76 will form a vital part of Namibia’s regional road network, supporting both rural and urban development along its corridor. Road infrastructure plays a key role in improving socio-economic development. The upgrade of MR76 is expected to: Enhance access to health, education, and markets. Lower travel times and vehicle operating costs.
Enviro Management Consultants Namibia (EMCN) is appointed to undertake the Environmental Assessment relating to the proposed project - Direct Appointment of Element Consulting Engineers for the Design, Contract Documentation, Site Supervision and Contact Administration for Upgrading of Various Roads in Nkurenkuru - Kavango West Region. The Road Fund Administration together with the Nkurenkuru Town Council are funding this project which involves the upgrading of various roads within the Nkurenkuru Town.
The Roads Authority of Namibia (RA) appointed Element Consulting Engineers to perform the emergency consulting services for detailed design and tender documentation, evaluation and supervision for the rehabilitation of several streets on the Otjiwarongo Municipal area in the Otjiwarongo Maintenance Region. Enviro Management Consultants Namibia (EMCN) is appointed to undertake the Environmental Assessment relating to the proposed project.
The Roads Authority of Namibia appointed Element Consulting Engineers (Pty) Ltd, to perform consultancy services for the detail design, tender documentation, contract administration and site supervision for the detail design for rehabilitation of TR1/3 Section B and C and upgrading to Low Volume Seal of MR98 (Tses – Berseba) //Karas and Hardap Regions.
Numerous road upgrades are taking place in and around the town of Rundu - Kavango East Region. The construction of these roads require suitable material for the layer works as well as the surface. Suitable materials are very difficult to obtain in this area of Namibia and the sources are limited. During the site visit the Roads Authority together with the contractor and engineers identified one source suitable. This borrow pit is located approximately 10km south of Rundu and is known as the Ncuma road borrow pit.

"PEL 83" is a Joint Venture between the block partners, namely Windhoek PEL 28 B.V. (a wholly-owned subsidiary of Galp Energia E&P B.V (i.e. Galp)), the National Petroleum Corporation of Namibia (NAMCOR) and Custos Investments. As part of its mandate, the Roads Authority must ensure that the marginalized communities are served by the national road network. Main Road 119 provides access, to essential services like schools and medical facilities, to the Talismanus community. Maintaining the existing gravel road has become costly due to the excessive deterioration and upgrading the road is more feasible.
HyIron intends to develop the Oshivela Green Iron Pilot Project, on Section 4 of Farm Bloemenhof 109 . The proposed project entails the production of “green” iron, i.e. without any CO2 emissions, by using renewable energy only and applying HyIron’s proprietary technology. The proposed pilot production phase is planned in the north-western section of Section 4 of Farm Bloemenhof 109 and includes the following: Production of 5 tons raw iron per hour (~ 3 000 hours per year), using hydrogen as a reduction agent during the product beneficiation, in a specialised industrial (airtight) furnace.
SLB proposes to establish and operate a Liquid Mud Plant (LMP) in the Port of Walvis Bay. The proposed LMP will be used to receive, handle, manufacture, mix, store and transfer a liquid drilling compound which is used by offshore oil riggs.
The road between Rundu and Divundu is being rehabilitated and material is required for this operation. The only suitable material to be found is an existing borrow pit close to Divundu. This application is for permission to extract material from the existing borrow pit and to crush it on site. This material will be used for the road rehabilitation.
(An Application was submitted to MEFT: DEA and registered on the MEFT portal in July 2020. The MEFT Portal however experienced difficulties and this Application was lost. The EIA process has been completed and therefore a new Application is herewith lodged. The previous Application number was: APP-01678). Lodestone is proposing the construction of a proposed new bulk water supply pipeline from the Oanob dam to the mine. A pipeline route has been decided following gravel roads, which is the shortest route that follows close to existing roads.
AMENDMENT APPLICATION: Kelp Blue, intends to cultivate Giant Kelp (Macrocystis pyrifera) at a commercial scale, off the coast of southern Namibia, near Lüderitz. Prior to them implementing the "commercial scale" cultivation project, Kelp Blue first develop a Pilot Project to provide important information and proof of their concept as well as monitoring of marine ecological aspects associated with the Pilot Project activities.
Renewal of the environmental clearance certificate (ECC-00901) for TeraSun Energy’s proposed PV Power Plant near Arandis in the Erongo Region.
Continuation of: Mining, processing and associated activities at the Langer Heinrich Mine. The Langer Heinrich Mine (LHM), situated in the Namib Naukluft National Park (NNNP) approximately 80 km to the east of Swakopmund in the Erongo Region of Namibia. The details relating to the ‘scale and scope’ of the proposed mining, processing and associated activities and facilities were included in the original (approved) EIA reports (stage 3 Expansion and subsequently the Stage 4 Expansion Projects).

This is a renewal application of an existing ECC for this project.
The project consists of three (3) sections A to C. Section A to C of bitumen surface standards to be removed, stockpiled, and reconstructed. Section A and B are located on the section of road in between the orange river and part of the Magalies mountain range, and after Sendelingsdrift mine. Section C is also a section constructed with high fills. The level of the road was increased by ± 7 metres, with 8 % superelevation. Section A, B are in the vicinity of Sendelingsdrift mine, next to the Orangeriver, sections C along the Auchas pass.

The Project area is situated in the Khomas Region, approximately 20 km north-west of Dordabis and 75 km south east of Windhoek on the C23 tar road.

Continuation of: The small-scale extraction of semi-precious stones (tourmaline and quartz crystals) through open pit mining following the tourmaline-bearing zone of the pegmatite. ML 189 is located on Farm Otjua, number 37 in the Karibib District, in the Erongo Region. The ML area lies approximately 40 km south of Karibib, following the district road D1953.
Continuation of: The small-scale extraction of semi-precious stones (pietersite) through open pit mining following the pietersite-bearing zone of the pegmatite. ML 57 is located on Farm Hopewell, number 240 in the Outjo District, in the Kunene Region.
Continuation of the abstraction of seawater, treatment of the water at the desalination plant for bulk supply of potable water, the discharge of brine back into the sea and associated activities. The plant was designed to produce 20 million cubic metres of potable water per year, at (current) full capacity. The desalination plant is located close to Wlotzkasbaken, ~35 km north of Swakopmund, in the Erongo Region of Namibia.

An amendment to the existing, approved ECC in the name of Arandis Power (Pty) Ltd to make provision for the changes to PV Power Plant component was requested in May 2022. A transferal was also requested, and the approved (amended) ECC was issued to TeraSun Energy (Pty) Ltd (for the operation of the PV Power Plant) in August 2022. This ECC is valid until 2023-09-08 and a request to renew the ECC will be actioned in due course.
Walvis Bay Cargo Terminal (Pty) Ltd (WBCT) proposes to construct a new warehouse on their site in the Port of Walvis Bay, which is managed by the Namibian Ports Authority (Namport). The proposed warehouse will be used to receive, handle, stockpile and reload copper concentrate for shipment when vessels are available. All planned stockpiling activities will take place inside the proposed warehouse.

Windhoek PEL28 is a Joint Venture between the block partners, namely GALP Energia S.A. ("GALP"), the National Petroleum Corporation of Namibia (NAMCOR) and Custos. GALP holds an 80% controlling interest in PEL 83, while NAMCOR and Custos each hold 10%. GALP is currently the operator of PEL 83. The proposed exploration wells would be drilled in PEL 83, which is located in the Orange Basin off the coast of Namibia.

Renewal Application: (The current ECC expires on 6 December 2021) Operations of the Walvis Bay Salt Works (WBSW) within Walvis Bay Salt Holdings (Pty) Ltd’s (WBSH) mining licence (ML 37). The WBSW was established in 1964 and is one of the largest solar evaporation facilities in Africa, processing seawater to produce approximately 1 million tons (mt) of high-quality crude salt (NaCl) per annum. Salt is transported by truck from the plant to the Walvis Bay harbour for export.
