Abstract:

The Environmental Clearance Certificate is for: The 'listed activities' that might be included as part of this development are listed below: o Activity 1 - Energy Generation, Transmission and Storage Activities (b) The construction of facilities for the transmission and supply of electricity o Activity 4 - Forestry Activities The clearance of forest areas, deforestation, aforestation, timber harvesting or any other related activity that requires authorisation in terms of the Forest Act, 2001 (Act No. 12 of 2001) or any other law. Location of activity: The proposed 132kV Overhead Transmission Line (OHTL) will be constructed in a northerly direction from the existing Kuiseb Substation situated to the eastern parts of the Walvis Bay town, directed northwards past the Walmund Substation and into the mining area. The proposed 132kV OHTL route is located approximately 38 kilometres, south-east of the coastal town of Swakopmund, within the Erongo Region. Nature of activity: The Proposed project entails the construction of a 132kV OHTL, transmitting electricity from the existing Kuiseb Substation spare 132kV Feeder Bay, to the Bannerman Etango Mine. The nature of the construction phase entails: Setting up a temporary construction camp (which might possibly include temporary accommodation and amenities for construction workers); Transportation and temporary storage of materials; Vegetation clearance within the servitude area; Digging of holes to place the electricity poles; Casting of foundations and fixing of pole structure; Anchoring of pole structures where required; Fixing of electricity lines; Connection to substations and commissioning; Ground works within the boundary of the substations; Installation of electricity equipment, such as transformers, isolators, etc.; and Rehabilitation. The nature of the operational activity (i.e. routine maintenance), entails:  Vegetation clearance within the servitude and fenced-in area of the substations; cleaning of isolators; Checking of structure integrity; and Checking of line integrity. Scale and scope of activity: The proposed project is a linear infrastructure development that entails the construction and operation of a 132kV OHTL (free standing poles of 21m in height, with selected anchoring) measuring 24.596 km in length. Servitude of 25m to both side of the centre line of the OHPL will be registered and maintained. The project area is situated in the Namib Desert, in an environment that can be classified as arid and rocky. The proposed project is expected to have both positive and potentially negative impacts on the social and biophysical environment, which will be investigated and assessed during the scoping assessment to be done.
