Delays in executing this infrastructure deployment actively place PowerCom (Pty) Ltd at risk of regulatory non-compliance regarding network uptime, dropped call rates, and data throughput in Henties Bay. Granting this Environmental Clearance Certificate (ECC) is urgently required to enable the Proponent to fulfill its statutory obligations and prevent the penalties or liabilities associated with protracted substandard service delivery. From an environmental management perspective, the site is situated within an altered municipal township footprint, meaning footprint-specific biodiversity impacts are minimal and highly manageable via a standard Environmental and Social Management Plan (ESMP). Given that the minor, localized construction impacts (dust, noise, concrete mixing) are temporary and easily mitigated, they are vastly outweighed by the profound, permanent socioeconomic and public safety benefits this infrastructure will unlock.
