The ECC is required because the proposed extraction of sub-base material borrow pit mining is classified as a listed activity under the Environmental Management Act, 2007 (Act No. 7 of 2007) and the EIA Regulations of 2012. Since the project falls within Dorob National Park, a protected area, environmental authorisation through the ECC process is legally mandatory.
