LISTED ACTIVITY ESIA SCREENING FINDING TOURISM DEVELOPMENT ACTIVITIES (6) The construction of resorts, lodges, hotels or other tourism and hospitality facilities. The Weener Lodge is fully operational. The lodge is a single high-end lounge and accommodation unit, which can accommodate thirteen (13) guests at full capacity. Other support infrastructure on the property includes a horse barn, workshop, a farmhouse for the Lodge manager and staff quarters for eight (8) lodge employees. The Proponent is required to register the establishment with the Namibia Tourism Board (NTB). Additionally, permits related to trophy hunting activities and utilisation of game products, approved by the Directorate of Scientific Sciences (DSS) are also required. ENERGY GENERATION, TRANSMISSION AND STORAGE ACTIVITIES 1. The construction of facilities for: (a) The generation of electricity; and (b) The transmission and supply of electricity. The lodge is fully energy self-sufficient (not connected to an external off-grid power supply source). Roof-mounted photovoltaic (PV) solar panels serve as the primary energy supply source for various operational activities. Two (2) back-up diesel generators are installed to supply power in the event that the solar system is unable to meet the lodge’s energy demand. WATER RESOURCES DEVELOPMENT (8.1) The abstraction of ground or surface water for industrial or commercial purposes; and (8.6) Construction of industrial and domestic wastewater treatment plants and related pipeline systems. Approximately 200 litres (L) of water is abstracted daily from existing groundwater boreholes. In accordance with the Water Resources Management Act, No. 11 of 2013 and Regulations of 2023, an abstraction and water use licence (not currently in place) approved by the Department of Water Affairs (DWA) are required. Wastewater (effluents) are treated through a trickling filter wastewater treatment plant before being discharged in the environment. In accordance with the Water Resources Management Act, No. 11 of 2013 and the Regulations of 2023, a waste treatment, effluent discharge and reuse licence (not currently in place) approved by DWA is required for this effluent biological treatment process. The five (5) existing dams on the farm must be registered with DWA to ensure compliance with the Water Resources Management Act, No. 11 of 2013 and the Regulations of 2023. WASTE MANAGEMENT, TREATMENT, HANDLING AND DISPOSAL ACTIVITIES (2.1) The construction of facilities for waste sites, treatment of waste and disposal of waste; and (2.3) The import, processing, use and recycling, temporary storage, transit or export of waste. Different waste types generated on-site as part of the lodge operations are segregated into respective categories such as recyclable, non-recyclable and reusable waste, then removed and disposed of at the Kupferberg Landfill Site in Windhoek. Ablution facilities are in place and wastewater is treated through the trickling filter wastewater treatment process. In terms of the Water Resources Management Act, No. 11 of 2013 and the Regulations of 2023, a waste treatment, effluent discharge and reuse licence approved by DWA is required for this effluent biological treatment process. OTHER ACTIVITIES (11.2) Construction of cemeteries, camping, leisure and recreation sites. This is a leisure and recreational development. The lodge is a single high-end accommodation unit designed to provide an exclusive and premium lodging experience to both local and international guests.
