Abstract:

Tsandi Village Council is a district capital of Tsandi electoral constituency in Omusati region and has a population of approximately 26,834 inhabitants. It is situated along the main road MR123 (Outapi - Tsandi - Okahao). Tsandi is the residential place of the Uukwaluudhi Royal Homestead and is one of the oldest villages in the Uukwaluudhi kingdom. The town is served with oxidation pond system located about 1.7km northwest of the town CBD. The existing ponds were constructed in 2015 and were granted an Environmental Clearance Certificate (ECC) which has since expired. The town has shown substantial population and economic growth over the last 10 years. The economic and population growth of the town has resulted in the existing townships extending and requires additional infrastructure and upgrading of the existing services. One such service affected by the town growth is the wastewater management system. As such, the Tsandi Village Council has planned to upgrade the existing oxidation pond system to a more advanced wastewater treatment plant. Green Gain Consultants cc has been appointed to update the EMP and apply for a new ECC for the continued operation and maintenance of the existing Tsandi Wastewater Treatment Plant.
