Abstract:

The Proponent (Foresight Group Namibia (FGN) Pty Ltd), is in need of an ECC with respect to the development of the proposed Dr Sindila Mwiya Township and Riverside Resort Town Planning of Farm Katima Mulilo Townlands No. 1328, Portions R1-R8 and the Remainder Subdivided into Multiple Erven for Hospitality, Residential, General Residential, Business, Private Open Spaces, Institutional, Street and Other Uses Katima Mulilo Townland, Zambezi Region, Namibia. As part of the town planning process covering the subdivision of Farm Katima Mulilo Townlands No. 1328 into R1-R8 Portions and the Remainder, and the subsequent subdivision of the R1-R8 Portions and the Remainder into more than 150 Evern and the Remainder, the Proponent has combined forces with the other neighbouring Riverside landowners to have a unified development strategy of the entire area. The proposed project development is centred on the Zambezi River Riverfront and an artificial lake with islands and canals covering the current flood channel or swamp found within the general proposed project area. The proposed entire development area including the flood channel totals about 48 Ha. Overall, the proposed project area comprises the Zambezi River Riverfront land, Boggy / Swamp, Floodplain and Woodland Savannah Zones. In accordance with the provisions of the envisaged current and future land use plan for proposed project area, Katima Mulilo town plan and layout scheme as well as building regulations of the Katima Mulilo Town Council, the following is summary of the various land uses developments and all related infrastructure to be developed on proposed project area: 1) Zambezi River Riverfront recreational areas, high-end lodges, and high-end residential development. 2) Open water lake linked to a canals network development with several islands and vegetated areas with indigenous water-based plants such as lilies and reeds to support local biodiversity within the resort. 3) Private Park / landscape/ sitting / picnic/ waterfalls/ kids playing ground/ walkways/ car parks all carefully placed around the land peripheral of the lake and canals with vegetated areas comprise indigenous land-based plants and flowers to support local biodiversity within the park. 4) Various classes and sizes of residential housing nestled around the lake. 5) Commercial / business / office spaces / medical facilities incorporated within the proposed development area. 6) Self-catering lodge and short-term accommodation. 7) Mid-lake restaurant and conference centre development. 8) Cafe pavilion with private transportation support services. 9) Cultural village / open private market / museum. 10) Recreational facilities including fee paying public swimming pools, fitness centre and indoor and outdoor sports facilities around the lake, and. 11) Others infrastructure to be fully defined once the master plan and detailed surveys have been finalised. To create the much-needed employment opportunities and skills development and transfer to the local communities, particularly during the construction phase, the development of the Dr Sindila Mwiya Township and Riverside Resort will focus on the use of very limited mechanical labour-based construction methods. The developer is highly focused on the employing youth and women in Katima Mulilo in the development of the proposed Dr Sindila Mwiya Township and Riverside Resort. The development process will comprise three (3) major phases namely: Phase 1 - Development of the lake and park landscapes as well as all other supporting infrastructures such as survey, closure, subdivisions, registration, sewage, storm water and electricity. Phase 2 - Development of the riverfront lodge, high-end riverfront residential housing, medial centre / Private Hospital and lake view lodge with a mid-lake restaurant. Phase 3 – Development of all commercial/ businesses/ office, recreational facilities including swimming pools, fitness centre and indoor and outdoor sports facilities and the cultural village / open private market around the lake. The total estimated initial capital investment (seed funding) of the proposed project development is between 20 – 25 million Namibia dollars. The initial funding is expected to yield enough profits within a reasonable period to continue with the expansion development of the proposed township and resort. This estimate capital investments excludes the amount already spend on the following:  Purchase of proposed project area including survey, closure, subdivisions, and registration in accordance with the Section 50 of the Local Authority Act No. 23 of 1992.  Preparation of technical documents such as Environmental Reports.  Preparation of technical drawings, designs, and sketches.  Professional fees paid to: Main Contractors, Project Surveyor, Architect, Ground Engineering and Site Investigations Contractor, Lawyers, Environmental Consultants, Project Managers, Civil and Structural Engineers, Town Planning Consultants and Hydrological Engineer. The proposed development will contribute to the direct and indirect temporal and permanent job and contract opportunities for the residence of Katima Mulilo. A total of up to 1800 and 800 people are likely to be employed during the construction and operational phases, respectively. Furthermore, the proposed project will also contribute to the skills development of the local communities and in particular the youth and women. The business development opportunities of the proposed project will focus on supporting Small and Medium Enterprises (SME) in the provisions of services and materials without comprising the timeframe and quality of the proposed infrastructure development. Where needed training and mentoring support will be provided as part of the skills development of the local communities. The proposed Dr Sindila Mwiya Township and Riverside Resort will be a major getaway to Katima Mulilo. The facilities of the proposed development are aimed at uplifting the image of the Town of Katima Mulilo and the Zambezi Region as a whole. The proposed development will greatly benefit the Town Council and all its residents and visitors. The Town Council of Katima Mulilo has all expressed full support for the proposed project because it will contribute positively to the high quality, upmarket and lifestyle local infrastructural development needs. Overall, the proposed Dr Sindila Mwiya Township and Riverside Resort will: (i) Stimulate local (Katima Mulilo) and regional (Zambezi Region) economic development during the preconstruction, construction, and operational stages of the proposed park. (ii) Create a combined high quality and high standard modern lifestyle, recreational, residential, and business environment which will reflects the uniqueness of Katima Mulilo and the Zambezi Region. (iii) Contribute to the development of much needed young vibrant working-class family recreational, housing and business needs. (iv) Improve the health of the local community around proposed project area because currently proposed project area is a permanently waterlogged mosquitoes breading area. (v) Improve the property values around proposed project area through the development of a lifestyle upmarket infrastructure and amenities within the proposed park. (vi) Increased in personal (local, visitors and workers) safety during the rainy and flood seasons around proposed project area. (vii) Contribute local cultural promotion and preservation through the development of cultural village and museum as well as other cultural supporting platforms to be developed within the park. (viii) Contribute to the local socioeconomic development of the area through increased economic activities and services that will be centred around the proposed park development. (ix) Contribute to local temporal and permanent employment opportunities for the local people during the preconstruction, construction, and operational phases of the proposed development.
