Mrs. Justina T. Nelulu herein after referred to as the proponent is the owner of Erf 1578 located in Tseiblaagte Extension 2, Keetmanshoop. Erf 1578, also hereinafter referred to as the development site measures approximately 627 square meters in extent and is currently zoned Residential 2 with density 1:100. The proponent intends to apply for the Rezoning of Erf 1578 from "Residential 2" to "General Business" with a bulk of 2.0. The new zoning of "General Business" will allow the owner to construct an office, a salon and two dwelling units for rentals on the erf. In line with the Keetmanshoop Zoning Scheme, sufficient onsite parking will be provided for the proposed development. In terms of the Environmental Management Act of 2007 (Schedule 5.1) and its regulations (GN No. 30 of 2012), the Rezoning of land from "residential use" to "commercial use" cannot be undertaken without an Environmental Impact Assessment (EIA) being conducted and Environmental Clearance Certificate (ECC) is obtained.
