The ECC is for the operation and maintenance of existing 220kV Harib - Aggeneis 1 and 2 transmission lines. Under the Environmental Management Act (Act 7 of 2007) section 27 the activity described as "energy distribution, transmission and generation" requires an Environmental Clearance Certificate (ECC) as it is a listed activity. The 220kV Harib - Aggeneis 1 and 2 transmission lines were constructed before the Environmental Management Act (Act 7 of 2007) and its regulations. NamPower would therefore like to apply for the issue of the ECC for 220kV Harib - Aggeneis 1 and 2 transmission lines in order to comply with the Environmental Management Act (Act 7 of 2007) and its regulations. Nampower only has control over the lines that are within Namibia’s borders, therefore this EMP is only for the section of the lines from Harib Substation until Namibia/South Africa borders.
