The ECC is required for the mining and ongoing exploration operations and supporting linear infrastructures (Powerlines, Water and Roads) for the proposed Mining License (ML) application in Exclusive Prospecting License (EPL) No. 6688, Otjiwarongo District, Otjozondjupa Region. The Proponent (Broadmind Mining (Pty) Ltd) intends to apply for a 44326.91 hectares Mining License (ML) area within the EPL 6688 to undertake rare-earth metals and associated minerals mining, processing (beneficiation) and ongoing exploration activities. Based on the results of the ongoing exploration activities undertaken by the Proponent, using airborne geophysics, geochemical sampling, trenching and pitting, metallurgical test work, aerial survey, and second phase diamond drilling, the proposed project development currently holds 569.740 Tonnages (Mt) of inferred mineral resource at 0.2% Total Rare Earth Oxides (TREO) cut-off (DMT, 2022 and 2024). According to DMT, (2024), the following is technical summary of the proposed projects: Main Commodity: Rare Earth Elements. Mining methods: Conventional open-pit mining methods. NPV (pre-tax, post-tax): $649M USD; $337M USD. Mineral Resources Declared: 569.740 Mt (Inferred) (7 519 ppm in Light Rare Earth Element Oxides (LREEO) and 290 ppm in Heavy Rare Earth Element oxides (HREEO). Life of Mine (LoM): 25 Years. Average Run of Mine Production: 700ktpa REE Recovery 59%. Capital Cost: $1.032B USD. Internal Rate of Return (IRR) Firm: 25,60%; Equity - 33,77%, and. Payback Period: 5.63 Years. The following is the summary of the (5) five-phased overall proposed project execution / development plan that includes following stages: (i) Permitting, preconstruction and site clearing for open pit mine and supporting infrastructure area such as storage / yard area/ supporting containerised area/ access and all related services points for water and energy supplies. (ii) Construction of the proposed open pit mine and supporting infrastructure. (iii) Operation, ongoing monitoring and rehabilitation, and. (iv) Decommissioning, final rehabilitation, closure, and aftercare. The proposed mining, processing, and ongoing exploration activities will be implemented as soon as all the required regulatory permits such as the Mining License (ML), Environmental Clearance Certificate (ECC), freshwater and wastewater discharge permits have been granted by the Government. The following is the summary of the proposed mine developmental stages that will be implemented by the Proponent: Preconstruction, Construction, Operation, and ongoing monitoring and rehabilitation and closure, decommissioning, and aftercare.
