The Environmental Clearance Certificate is required for the establishment of a Golf Estate at Portion 217 - 219 of Portion 193 of Walvis Bay Town and Townlands No. 1 and a street portion. The environmental clearance certificate is for: Activity 10.1 (a) The construction of Oil, water, gas and petrochemical and other bulk supply pipelines. Activity 10.1 (b) The construction of public roads. Activity 10.2 (a) The route determination of roads and design of associated physical infrastructure where - it is a public road. The proposed project involves the consolidation and subsequent subdivision of Erven 72 and 73 Prosperita. The new consolidated erf will be subdivided into approximately 77 industrial erven. The approved land use will be for light industrial purposes only.
The renewal of ECC is required for installing a water pipeline for the abstraction of water from the Orange River to Namibia Tantalite Investment Mine at Umeis Farm 110 in Warmbad area in //Kharas Region. The initial ECC was obtained in March 2018 and the proponent has not yet completed the installation of the necessary infrastructures for abstraction and moving water from the river to the farm. Therefore, the proponent would require the ECC to be renewed for another three (3) years to enable them to complete the installation of the necessary infrastructures.
The application is for a renewal of the Environmental Clearance Certificate for the transportation of Tantalite Ore from Umeis Farm known as Namibia Tantalite Mine which is owned and operated by African Tantalum (Pty) Ltd. The Mine is located approximately 90 km south of Karasburg in the Warmbad Area. The initial Environmental Clearance Certificate was issued on 23 April 2018 for a period of three (3) years and will be ending on 23 April 2021.

In line with the environmental regulatory requirements and project registration, WINPLAN Town and Regional Planning Consultants was appointed by the Otjinene Village Council to carry out an environmental scoping assessment for the proposed establishment of the new township establishment on the subdivided portions. The Townships includes certain activities that are listed as 'Listed Activities' according to Government Notice No. 29 of 6 February 2012, which requires that an Environmental Clearance Certificate (ECC) be obtained from the office of the Environmental Commissioner.
