The applicant of the ECC has been granted provisional permission by the City of Windhoek to abstract gravel materials from a natural resource situated within the confines of the City of Windhoek. The plan of the applicant to supply building construction materials (sand, gravel, stones, etc) to end users in the building sector operating in Windhoek and its surrounds. The ECC is therefore required to permit the extraction of gravel materials from the resource.
