Abstract:

The project at Epembe, Ohangwena Region, Namibia, involves the development of a new secondary school by the Ministry of Education, Innovation, Youth, Sports, Arts and Culture, designed to accommodate up to 600 learners, including a hostel and teacher housing, on a 20-hectare site located at 17°47'00"S, 16°27'00"E. Given the rural setting with limited infrastructure, a wastewater treatment plant (WWTP) is proposed to manage 60–80 m³/day of sewage, treating it through preliminary, primary, secondary (e.g., activated sludge), and tertiary (e.g., UV disinfection) stages, with effluent discharged into an adjacent oshana. This development aligns with Namibia's Vision 2030 to enhance educational access while addressing sanitation needs. The Environmental Impact Assessment (EIA) for this project, conducted under the Environmental Management Act (No. 7 of 2007) and its Regulations (2012), is a technical process to evaluate and mitigate the environmental and social impacts. It assesses construction-related impacts such as vegetation loss (20 ha), soil erosion on sandy soils, noise (up to 80 dB), dust, and waste; operational impacts like potential oshana water quality degradation, odour, and sludge management; and decommissioning challenges, including site restoration. Socially, it considers temporary land use disruption, job creation (20-50 during construction, 5-10 operational), and community concerns about water quality. The EIA includes baseline studies (flora, fauna, hydrology), impact modeling (e.g., effluent dispersion), and stakeholder input to develop an Environmental Management Plan (EMP) with mitigation measures such as vegetation replanting, erosion control, and effluent monitoring (BOD <30 mg/L, TSS <25 mg/L). Overseen by Erongo Consulting Group (Pty) Ltd and reviewed by the Ministry of Environment, Forestry & Tourism (MEFT), the EIA aims to ensure sustainable development, with public comments due by 5th June 2025, and a final report submitted for an Environmental Clearance Certificate.
