Abstract:

The DWN component 1 project area comprises of two project sites, with a total of approximately 600 plots. These components 1 project areas are adjacent to the Ndama informal settlement, where GIZ has been implementing an urban upgrading project. Rundu Town Council (RTC) is providing some important bulk infrastructure to a borehole close to the component 1 project area, including graveling of a road and providing a powerline supply to the existing borehole. The funds of Component 2 will assist to bring services from the water hole to the DWN component 1 project site as well as to the GIZ project area. For the infrastructure selection process, following key elements need to be considered: Structure plan (Figure 1of BID): RTC is developing a city-wide structure plan with assistance from GIZ. The structure plan had an important influence in the selection for the Component 1 implementation areas. "Buffer road" (Figure 1 of BID): The structure plan foresees a ‘’buffer road’’ to the south expanding of informal settlements . This road is meant to be the limit beyond which RTC will not allow unplanned expansion. Along the buffer road is a 150 meter wide mix used corridor. The northern limit of this corridor is a smaller road, parallel to the buffer road. The DWN component 1 project area is adjacent and to the north of this parallel road. Both the parallel road and the buffer road are important references for this project. Also, the buffer road will serve as an access road for future developments in this rapidly expanding area. It is for this reason that the project invests some funds into this road (single gravel layer road). Access road (Figure 2 of BID): RTC is currently building a gravel road from the tar road north to Ndama, going through Ndama informal settlement down to the borehole. This gravel road will provide access to the GIZ project area and end close to the DWN component 1 project area. Borehole (Figure 3 of BID ): Water provision through Namwater is not secure in Rundu, mainly because RTC has large debts to Namwater, resulting in frequent cuts. Therefore, RTC decided to complement the provision of water with boreholes. One borehole has been done by RTC, about 1000 meters from the DWN component 1 project area. This borehole will be the source of water for the Component 1 project area, as well as water in the GIZ project area which is Ndama. Electricity (Figure 3 of BID ): RTC is providing electricity to the new borehole. The electrification of the component 1 project area will therefore be able to connect to the electricity infrastructure at the borehole.
