Masts of any material or type and of any height, including those used for telecommunication broadcasting and radio transmission. 2. DETAILS OF THE ACTIVITY(S) COVERED BY THE ENVIRONMENTAL CLEARANCE CERTIFICATE: 2.1 Title of the Activity Continuation of an Operation of a Broadcasting Base Station on Erf 4443, Extension 12, Kuisebmund, Walvis Bay, Erongo Region. Location of Activity The Broadcasting Base Station is located on Erf 4443, Extension 12, Walvis Bay Kuisebmund township, situated to the central western parts of the larger Walvis Bay, Erongo Region. Coordinates – Latitude: -22.957079° Longitude: 14.525706°. 2.3 Nature of Activity The activities undertaken at Erf 4443, Ext 12, Kuisebmund Walvis Bay were the Construction and Operation of the MultiChoice Broadcasting Base Station, which was completed on 15 December 2013. The Broadcasting Base Station entails a transmission tower structure as well as the associated base transceiver station within the footprint of the ECC holder`s BTS site; shared by Mobile Telecommunications Ltd. (MTC). The transmission tower improves the capacity and coverage of quality transmission services to the affected areas in Walvis Bay. MultiChoice and Mobile Telecommunications Ltd. (MTC) share the infrastructure, as encouraged by the Ministry of Information and Communication Technology, the Communications Regulatory Authority of Namibia and the Walvis Bay Municipal Council (Policy for the Erection of Telecommunication Facilities in Walvis Bay). The benefits of co-sharing of BTS site infrastructure include among others; avoidance of additional visual impact, avoidance of additional land take and associated impacts (i.e. habitat disturbance); and avoidance of nuisance impacts (i.e. significant levels of dust and noise associated with BTS site construction). 2.4 Scale and Scope of the Activity The Construction and Operation of the Broadcasting Base Station (55m high monopole tower structure, two satellite dishes and antennae system) at Erf 4443, Ext 12, Walvis Bay is for the purpose of television broadcasting as well as transmission of radio frequency signals. The BBS was done in accordance with the requirements set by STS10_Equipment installations in buildings R0.1 Final 23-7-2007, STS11_ RF installations R0, STS01_Equipment Container R1.0 Final 23-7-20073. The 55m high monotone tower is painted in aviation warning colours and is visible and operational in the area. Each antennae measures approximately 1999 mm x 349 mm x 166 mm i.e. 25 m from the base of the tower structure. The antennae transmit electromagnetic radiation within three frequencies 900 MHz, 1800 MHz and 2100 MHz. Apart from the two satellite dishes, the remainder of the BTS equipment involved in the reception, processing and transmission of radio frequency signals are housed in the equipment container within the BTS site. The BBS and BTS equipment complies with the applicable local and international standards pertaining to health and safety, which includes amongst others: o The National Radiation Protection Authority (NRPA) within the Ministry of Health and Social Services, established to administer the Atomic Energy and Radiation Protection Act (No. 5 of 2005) and mandated to regulate activities related to radiation. o The European Commission – Directive 1999/5/EC of the European Parliament and of the Council of 9 March 1999. o ANSI IEEE C95. 1-1991, IEEE – Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz. The Erf 4443, Walvis Bay is owned by Hallie Investments Number One Hundred and Two cc. Permission has been granted by the owner to MultiChoice (Pty) Ltd. by way of a formal lease agreement which is in place. The Erf is zoned ‘light industrial’ as per the Walvis Bay Town Planning Scheme and measures 4,708m² in extent.
