The Environmental Clearance Certificate (ECC) for the Fisherman’s Village Affordable Housing Project is required for the subdivision, rezoning, and development of Erf 5757, Kuisebmond, Walvis Bay, Erongo Region, Namibia. The project entails the construction of approximately 660 affordable housing units and associated bulk infrastructure, including: Rezoning from Single Residential to Mixed Land Use Development of housing units at a density of 1 dwelling per 50m² Installation of Bulk Infrastructure, including: Water supply Sewerage systems Electricity distribution Road networks Public amenities such as a pre-primary school and private clinic Why is the ECC Required? The project triggers several activities listed under the Environmental Management Act (EMA) No. 7 of 2007 and EIA Regulations (GN No. 29 of 2012), requiring an Environmental Clearance Certificate before proceeding. These activities include: Infrastructure Development (Activity 10.1(a) & 10.1(b)) Installation of bulk municipal services (water, sewage, electricity). Construction of public roads and access networks. Route Determination (Activity 10.2(a)) Design and establishment of road infrastructure for accessibility. Housing Development (Activity 5.1) Large-scale housing construction (exceeding 50 units). Project Justification The Fisherman’s Village Affordable Housing Project aims to improve housing accessibility and living conditions in Walvis Bay, aligning with Namibia's Vision 2030. The site was selected due to its proximity to employment hubs, existing infrastructure, and the need to address informal settlements and housing shortagesCurrent ECC Status & Renewal The previous ECC has expired, and Venmar Fishing (the project proponent) is required by law to apply for renewal. The renewal process is governed by Sections 39-42 of the EMA Act, and non-compliance may result in legal consequences
