Abstract:

The Namibian Ports Authority (Namport) has in principle approved the lease of Plots 1 & 2 on Erf 1920 within the South Port to the Joint Venture between Reload Logistics Namibia (Pty) Ltd and Native Storage Facility (Pty) Ltd (herein referred to as the Proponent). The Proponent intends to undertake general warehousing for the receipt, storage and packaging of various metals, chemicals and soft commodities (agriculture) in Walvis Bay. According to Section 27 of the Environmental Management Act No. 7 of 2007, Hazardous Substance Handling and Storage activities may not be carried out without undertaking an Environmental Impact Assessment (EIA) and obtaining an Environmental Clearance Certificate (ECC). Namibia has made great strides to position itself as a regional logistic hub in the Southern African region. Through the Walvis Bay Corridors, the port of Walvis Bay is linked to major cities and towns in SADC such as Gaborone, Johannesburg, Livingstone, Ndola, Lubumbashi, Santa Clara etc. Namibia has become an increasingly attractive investment option for South African manufacturers, mining companies seeking to beneficiate resources and logistics enterprises seeking a more cost-effective location. The Proponent is well-established in the logistics industry in Namibia and the SADC region and boasts a strong presence throughout Africa. The proponent has extensive experience and expertise in international freight forwarding and handling, and has also earned a reputation for their exceptional capability and capacity. The operations of the Proponent in Walvis Bay will aid in ensuring reliable logistic support, as well as supply of chemicals, to the mining industry and industrial sectors in southern Africa. The Proponent has appointed Environam Consultants Trading (ECT) to undertake the EIA process for this project and to apply for an ECC from the Office of the Environmental Commissioner in the Ministry of Environment, Forestry and Tourism (MEFT), in terms of the Environmental Management Act No. 7 of 2007 and its Regulations of 2012.
