This application is for the Environmental Clearance Certificate (ECC) for the Development of a Net Zero Industrial Park: Wind Energy Farm Project at Arandis Townlands, Erongo Region, Namibia. This project is spearheaded by Zero Carbon Namibia and includes a 1GW wind and solar farm, a green hydrogen production facility, a green ammonia/green hydrogen export facility, and a green ammonia production facility. The ECC application is prepared in accordance with the Environmental Management Act (Act No. 7 of 2007) and specifically Regulation No. 29, Section 21. The objectives of this application include: Evaluation of Environmental Impacts: To assess the potential environmental impacts associated with the construction and operation of the wind energy farm, focusing on local ecosystems, wildlife, and land use changes within the 50-hectare site of the overall 525-hectare Net Zero Industrial Park. Regulatory Compliance: To ensure adherence to national and international environmental regulations and standards, fulfilling requirements outlined in the Environmental Management Act and other relevant frameworks. Stakeholder Consultation: To engage with interested and affected parties (I&APs) to gather input and address concerns related to the wind energy project, promoting transparency and community involvement. Mitigation Strategies: To propose effective measures for mitigating any adverse environmental impacts linked to the project's development and operation, thereby promoting sustainable practices. Support for Sustainable Development Goals: To demonstrate how the project contributes to Namibia's goals for renewable energy, carbon emissions reduction (approximately 800,000 metric tons annually), and economic development through clean energy generation. Baseline Data Collection: To gather and present baseline environmental data to inform decision-making, establish current conditions, and provide a reference point for monitoring post-implementation impacts. Public Health and Safety Assessment: To evaluate potential public health and safety issues arising from the wind energy farm, ensuring that community well-being is prioritized during all phases of development. Socioeconomic Impact Analysis: To analyze the potential socioeconomic impacts of the project, including job creation and local business opportunities, as well as any negative effects on local livelihoods in the Arandis region. Documentation and Reporting: To provide clear and comprehensive documentation of the assessment process and findings to relevant authorities, ensuring accountability and transparency in the application. Informed Decision-Making Support: To supply essential information to decision-makers regarding the project's viability, supporting informed choices that balance environmental, social, and economic considerations while achieving net zero emissions. Stage-Specific EIAs: To outline plans for conducting separate Environmental Impact Assessments (EIAs) for each stage of the project, addressing their unique environmental footprints and regulatory requirements.
