The Development Workshop Namibia (DWN) is implementing the Project “Poverty-Oriented Development of Infrastructure in urban areas of Namibia” with financial support from KfW. The project seeks to contribute to more sustainable and inclusive urban development in Namibia by supporting DWN to plan and develop low-cost residential land with titles in 15 towns across Namibia.
ECC Renewal Application: TEEPNA and its Joint Venture (JV) Partners (at present Impact Oil and Gas, NAMCOR and QatarEnergy) hold an Exploration Right over Block 2913B. As part of the process of applying for offshore exploration and appraisal drilling activities in the Block, an Environmental and Social Impact Assessment (ESIA) process was undertaken, which culminated in the Ministry of Environment, Forestry and Tourism (MEFT) issuing an ECC for the proposed activities on 19 September 2019 (MEFT Ref No. ECC-00134).

Namwaste (Pty) Ltd proposes to develop a new general and hazardous waste treatment and disposal facility in the Erongo region (to be known as the Namwaste Management Facility (NMF)), which will address the pressing shortage of solutions for hazardous waste management in the Country and contribute to the protection of the environment whilst also creating employment opportunities and fostering economic growth. The following listed activities in terms of the EIA regulations of 2012 are triggered by the proposed project: 1. Energy Generation, Transmission and Storage Activities 2.
SLR Environmental Consulting Namibia (Pty) Ltd (SLR) was commissioned by Osino to undertake the Environmental Impact Assessment (EIA) for the water pipeline proposed from the Kranzberg boreholes to the Twin Hills Mine in the Erongo Region. The Project triggers listed activities (as outlined below) in terms of the EIA Regulations 2012 promulgated under the Environmental Management Act, No.7 of 2007. An Environmental Clearance Certificate (ECC) is required from the Ministry of Environment, Forestry and Tourism (MEFT).
Halliburton Industries Limited (Halliburton) is a multinational corporation that provides a range of products and services to the energy industry, specializing in oil and gas exploration, drilling, and production as well as engineering and construction services. Halliburton is proposing to construct and operate a LMTP at Berth 8 in the Port of Walvis Bay within the Namport property.
"PEL 83" is a Joint Venture between the block partners, namely Windhoek PEL 28 B.V. (a wholly-owned subsidiary of Galp Energia E&P B.V (i.e. Galp)), the National Petroleum Corporation of Namibia (NAMCOR) and Custos Investments. Galp holds an 80% controlling interest in Petroleum Exploration License (PEL) 83, while NAMCOR and Custos each hold 10%. Galp is currently the operator of PEL 83. Windhoek PEL28 B.V. (i.e.
TotalEnergies E&P Namibia B.V. ("TEEPNA") is the holder of two Exploration Licences for Blocks 2912 and 2913B. TEEPNA currently holds an Environmental Clearance Certificate and approved Environmental and Social Management Plan (ESMP) for a 3D seismic survey (dated 29 June 2021) over a portion of Blocks 2912 and 2913B. The current ECC provides for the undertaking of a 3D Seismic survey covering an area of Blocks 2912 and 2913B. TEEPNA is now applying to amend its ECC to cover the full extent of Licence Blocks 2912 and 2913B, a total area of 18 170 km².
Rhino Resources Namibia Ltd. (Rhino) is proposing to undertake oil and gas exploration well drilling activities within Block 2914A. The proposed offshore exploration programme includes drilling up to ten wells, some being exploration wells and some being appraisal wells. 2. Waste management, treatment, handling and disposal activities 2.2 Any activity entailing a scheduled process referred to in the Atmospheric Pollution Prevention Ordinance, 1976. There are currently no scheduled activities listed in terms of the Atmospheric Pollution Prevention Ordinance, 1976.
The current ECC provides for the development of an open pit mine, processing plant, and various mine infrastructure at Farm Lofdal. The Lofdal Mining Project will produce a concentrate consisting mainly of 'rare earths'. The proposed amendments to the Lofdal Mining Project include an increased project footprint due to additional infrastructure and mining areas, improved processing of minerals, and increased Life of Mine (LoM).

HyIron intends to develop the Oshivela Green Iron Pilot Project, on Section 4 of Farm Bloemenhof 109 . The proposed project entails the production of “green” iron, i.e. without any CO2 emissions, by using renewable energy only and applying HyIron’s proprietary technology. The proposed pilot production phase is planned in the north-western section of Section 4 of Farm Bloemenhof 109 and includes the following: Production of 5 tons raw iron per hour (~ 3 000 hours per year), using hydrogen as a reduction agent during the product beneficiation, in a specialised industrial (airtight) furnace.
The ECC is for the following: 3. MINING AND QUARRYING ACTIVITIES 3.2 Other forms of mining or extraction of any natural resources whether regulated by law or not. 4. FORESTRY ACTIVITIES 4. The clearance of forest areas, deforestation, afforestation, timber harvesting or any other related activity that requires authorisation in term of the Forest Act, 2001 (Act No. 12 of 2001) or any other law. 7. AGRICULTURE AND AQUACULTURE ACTIVITIES 7.8 The introduction of alien species into local ecosystems. 8.
The project proposes the development of a photovoltaic solar installation with a cumulative capacity of 35.10 MWp to supply electricity to the proposed desalination plant near Wlotzkasbaken for the production of desalinated water (through reverse osmosis). The two demand centres (desalination plant and Pump Station 1 (PSS-1)) will be supplied by a combination of solar Photovoltaic (PV), Li-Ion Battery Energy Storage System (BESS) and utility supplied power.
SLB proposes to establish and operate a Liquid Mud Plant (LMP) in the Port of Walvis Bay. The proposed LMP will be used to receive, handle, manufacture, mix, store and transfer a liquid drilling compound which is used by offshore oil riggs.
(An Application was submitted to MEFT: DEA and registered on the MEFT portal in July 2020. The MEFT Portal however experienced difficulties and this Application was lost. The EIA process has been completed and therefore a new Application is herewith lodged. The previous Application number was: APP-01678). Lodestone is proposing the construction of a proposed new bulk water supply pipeline from the Oanob dam to the mine. A pipeline route has been decided following gravel roads, which is the shortest route that follows close to existing roads.
Namdeb Diamond Corporation (Pty) Ltd is proposing the development of the following and is legally required to apply for an ECC: 1. Energy generation, transmission and storage facilities: The construction of facilities for the generation of electricity; transmission and supply of electricity. 2. Land use and development activities: The rezoning of land from use for nature conservation or zoned open space to any other land use. 3. Infrastructure: The construction of communication networks including towers, telecommunication and marine telecommunication lines and cables.

AMENDMENT APPLICATION: Kelp Blue, intends to cultivate Giant Kelp (Macrocystis pyrifera) at a commercial scale, off the coast of southern Namibia, near Lüderitz. Prior to them implementing the "commercial scale" cultivation project, Kelp Blue first develop a Pilot Project to provide important information and proof of their concept as well as monitoring of marine ecological aspects associated with the Pilot Project activities.
Renewal of the environmental clearance certificate (ECC-00901) for TeraSun Energy’s proposed PV Power Plant near Arandis in the Erongo Region.
Continuation of: Mining, processing and associated activities at the Langer Heinrich Mine. The Langer Heinrich Mine (LHM), situated in the Namib Naukluft National Park (NNNP) approximately 80 km to the east of Swakopmund in the Erongo Region of Namibia. The details relating to the ‘scale and scope’ of the proposed mining, processing and associated activities and facilities were included in the original (approved) EIA reports (stage 3 Expansion and subsequently the Stage 4 Expansion Projects).

Nature of Activity: Irrigation of vegetables, maize, and fruit trees. Location of Activity: Farm Cadix No. 678, Tsumeb. Located 30 km east of Tsumeb. The farm cultivates maize and vegetables which are sold commercially. From Tsumeb, the farm is accessible via the D3021 district road en route Abenab.
Continuation of: The small-scale extraction of semi-precious stones (pietersite) through open pit mining following the pietersite-bearing zone of the pegmatite. ML 57 is located on Farm Hopewell, number 240 in the Outjo District, in the Kunene Region.

RE-REGISTRATION OF APPLICATION ON MEFT ONLINE SYSTEM FINAL EIA SUBMISSION: BULK WATER SUPPLY PIPELINE FOR THE PROPOSED TUMAS PROJECT IN THE ERONGO REGION OF NAMIBIA Reptile Uranium Namibia (Pty) Ltd (RUN) submitted an application to the Ministry of Mines and Energy to convert, in part, its Exclusive Prospecting Licences (EPLs) 3496 and 3497 to a Mining Licence (ML). RUN is a wholly owned subsidiary of Reptile Mineral Resources and Exploration (Pty) Ltd (RMR) who manages and conducts the exploration activities on RUN’s tenements.
Continuation of the abstraction of seawater, treatment of the water at the desalination plant for bulk supply of potable water, the discharge of brine back into the sea and associated activities. The plant was designed to produce 20 million cubic metres of potable water per year, at (current) full capacity. The desalination plant is located close to Wlotzkasbaken, ~35 km north of Swakopmund, in the Erongo Region of Namibia.

Shell currently holds an ECC (APP-001119) for the drilling of up to 5 exploration and/appraisal wells across PEL39. Shell is now applying to drill up to an additional 10 exploration and appraisal wells within the same drill area of interest as authorised 17 August 2020. Shell is thus applying to amend its current ECC to allow for the drilling of additional exploration and appraisal wells, including performing well tests, and amending the timing of the activities to commence in 2023.

Walvis Bay Cargo Terminal (Pty) Ltd (WBCT) proposes to construct a new warehouse on their site in the Port of Walvis Bay, which is managed by the Namibian Ports Authority (Namport). The proposed warehouse will be used to receive, handle, stockpile and reload copper concentrate for shipment when vessels are available. All planned stockpiling activities will take place inside the proposed warehouse.
An amendment to the existing, approved ECC in the name of Arandis Power (Pty) Ltd to make provision for the changes to PV Power Plant component was requested in May 2022. A transferal was also requested, and the approved (amended) ECC was issued to TeraSun Energy (Pty) Ltd (for the operation of the PV Power Plant) in August 2022. This ECC is valid until 2023-09-08 and a request to renew the ECC will be actioned in due course.
Renewal application for: Windhoek PEL28 B.V. is proposing to drill one or possibly two exploration wells in PEL83. Windhoek PEL28 is a Joint Venture between the block partners, namely GALP Energia S.A. ("GALP"), the National Petroleum Corporation of Namibia (NAMCOR) and Custos. GALP holds an 80% controlling interest in PEL 83, while NAMCOR and Custos each hold 10%. GALP is currently the operator of PEL 83. The proposed exploration wells would be drilled in PEL 83, which is located in the Orange Basin off the coast of Namibia.
TotalEnergies E and P Namibia B.V. ("TEEPNA") currently holds an ECC for 3D seismic surveying across Block 2912 and is now proposing to undertake further oil and gas exploration activities within the block. The proposed activities include the following: Drilling in a focused area within the block, including: - Exploration and/or appraisal wells (up to 10) - Vertical Seismic Profiling (VSP); - Well testing; and - Abandonment of wellheads in the deep offshore. Sonar surveys. Seafloor sampling and coring surveys.

Construction of a 132 kV interconnection overhead powerline from the PV power plant of TeraSun Energy to the Lithops Substation of NamPower near Arandis.
To establish within 3 years a 2.5 ha export-based Snail meat (Helix Aspersa Muller species) farm in Namibia with a yearly capacity of 650 tons for the European markets, based on cutting edge exclusive “know how” technology and secured off taker This unique investment opportunity is based on a strategic partnership that we secured with a top international producer based in the EU, who is an active player in the trade of snails and will also act as an offer taker in the project.
Renewal Application: (The current ECC expires on 6 December 2021) Operations of the Walvis Bay Salt Works (WBSW) within Walvis Bay Salt Holdings (Pty) Ltd’s (WBSH) mining licence (ML 37). The WBSW was established in 1964 and is one of the largest solar evaporation facilities in Africa, processing seawater to produce approximately 1 million tons (mt) of high-quality crude salt (NaCl) per annum. Salt is transported by truck from the plant to the Walvis Bay harbour for export.
Amendment application: Proposed Changes to the Husab Mine and Linear Infrastructure, Erongo Region (ECC - 00127). EIA amendment process to the Husab Mine: Proposed heap leach facility and associated infrastructure. Swakop Uranium is investigating the feasibility of utilising their low-grade ROM material at the Husab Mine, in order to further extract available uranium through a heap leach process. The low-grade material is regarded as unsuitable and uneconomic for treatment through the current Tank Leach Facility (TLF).
