The ECC is an urgent application for the construction (connecting of the quick coupling steel pipes with clamps) the Temporary Omdel-Swakop Pipeline running next to the existing Orona Pipeline to Trekkopje Mine. The pipeline will be decommissioned once the Omdel-Wlotzkasbaken Pipeline is constructed and commissioned (ECC was issued in May 2023).
The ECC is for an amendment on the existing Langer Heinrich Mine (LHU) Water Supply Scheme. LHU was placed under Care and Maintenance in June 2018 due to the prevailing low uranium price. A pre-feasibility study to restart the mine and Return to Production was completed in June 2020 followed by a valued add study in June 2021. In July 2022 Paladin Energy announced the final investment decision to restart LHU, planned in the first quarter of 2024. According to the Mine Restart Plan, mining and processing is envisioned for a further 17 years - i.e. a Life of Mine (LOM) until 2041.

NamWater Ltd. was granted an Environmental Clearance Certificate (ECC01734) for the construction, operation, maintenance, and decommissioning of the proposed Outapi Water Treatment Plant (WTP) with a capacity of 283 m³/hr. During the initial Environmental Impact Assessment (EIA) study, concerns were raised about the proposed design capacity of the WTP and NamWater was requested to review the demands contained in the Knight Piesold report by taking into consideration the additional information on the population and economic growth of the supply area.

The Namibia Water Corporation (NamWater) Ltd, hereinafter referred to as the Proponent, supplies water to the Aroab village through the Aroab bulk water supply scheme. According to the assessment of water supply to the Aroab bulk water supply scheme in 2020, the current water supply to Aroab Village Council does not meet the demand. Moreover, the existing collector reservoir and most of the existing pipelines are in a deteriorated state and need replacement.
