Abstract:

The Emergency Food Security Assessment (EFSA) was conceptualized on the premise of poor rainfall, which characterized most part of 2012/2013 season. This also took into consideration the outcome of the stakeholder's consultative meeting held in Otjiwarongo from the 18th to 19th March 2013. Furthermore, Cabinet by Decision No. 4th/26.03.13\001 on "Interim measures for drought relief program in the affected regions" directed among others that a rapid assessment in the drought affected regions be conducted to determine the number of affected population, livestock, water and food availability and grazing. [...] Thirteen (13) regions of the country were assessed out of which 40 constituencies were purposively sampled. To select the target households to interview in each of the primary sampling Units which in this case was constituency, one percent of the total households per constituency were selected bringing the total number to 1,320 households. Further, two community focus discussions were conducted in each sampled constituency.
