Bail is just one of them. At the end of 2019, the number of suspects out on bail amounted to less than 20% for all crimes related to high-value wildlife (pangolin, elephant, rhinos).

This is according to environment minister Pohamba Shifeta, who gave a breakdown of rhino, elephant and pangolin poaching incidents and arrests dating back to 2018. This year, 17 rhinos have been poached, compared to 46 last year and 78 in 2018. A total of 89 suspects has been arrested for rhino poaching cases this year, compared to 175 last year and 109 in 2018. New research led by Elephants Without Borders (EWB) reveals that poaching of African elephants for their ivory has not decreased since 2011 in Western, Southern, and Central Africa. As a result, continued efforts to combat poaching will be necessary to save elephant populations.
