Components of the upgrade which require an ECC are: - Water resource developments: Construction of industrial wastewater treatment plant and pipeline system; - Hazardous substances treatment, handling and storage: Activities that require authorisation in terms of a law governing the generation and release of emissions, pollution, effluent or waste.
