The scope of this project is limited to obtaining an Environmental Clearance Certificate for Environmental Clearance Certificate Renewal for the Osona Village Master Plan: comprising the Township Establishments of Osona Village, creation of street, subdivision of erven and installation of bulk services in Okahandja, Otjozondjupa Region. Preferred Land Development Holdings (Pty) Ltd applied for an Environmental Clearance Certificate (ECC) for the Osona Village Master Plan in 2018. The Environmental Assessment (EA) for the proposed development was conducted by Africa Planning Forum in 2018.

The Omuthiya Town Council (The Proponent) proposes to formalize the Township Establishment, creating of street infrastructure and installation of bulk services for Omadhiya Proper and Omadhiya Extension 1, Omuthiya to be located on Portions A and B of the Farm Omuthiya Townlands No 1013, respectively. The proposed development aims to make available a total of 689 erven of which approximately 556 will be residential erven. The development thus aims to aid in addressing the need for residential erven within the town.

Erf 688 in Extension 1 of Ndama in Rundu has been proposed for rezoning from being a public open space to business for the purpose of developing a shopping centre. Planet Rose Properties proposes to subdivide the erf into two parts, where Portion A (±4 800 m²) will be developed as a business area. The remainder of the erf, approximately 900 m², in size will remain Public Open Space (see proposed site layout in the Background Information Document (BID)). During construction phase, certain areas of the project site will be levelled in order to setup the site infrastructure.
