To construct a Direct Ground Satellite Data Receiving Station at the Telecom's Earth Station in Windhoek, that will enable Namibia to obtain remote sensing satellite data for research on Namibia's land cover and use, atmospheric condition, environmental condition, resources distribution, among others. This project is a funded aid by the Government of the People's Republic of China, on a State-to-State agreement on Space Science and Technology.

ECC is for the installation of a new submarine fibre optic cable system that will be landed at Swakopmund. The Equiano Cable System, which will connect Africa with Europe. It will be located along the West Coast of Africa, between Portugal and South Africa. Branching units along the cable will in turn connect it to African countries, including Namibia, to increase and improve connectivity in Africa. There will be one Namibian landing at Swakopmund, where it will be operated by the Namibian landing partner Paratus Telecommunications (Pty) Ltd.
For the construction of the Satellite Receiving Dish within 500 square meters land adjust to the Telecom Earth Station in Windhoek, Namibia.
