Project Focus: This project centers on renewing the Environmental Management Plan (EMP) and Environmental Clearance Certificate (ECC) for a proposed healthcare facility on a 1.5-hectare public open space (Erf 6288) in Kuisebmond, Walvis Bay, Namibia. Environmental Compliance Renewal: The rezoning from public open space to institutional use necessitates an updated EMP to demonstrate continued adherence to Namibia's Environmental Management Act (EMA) and the principles established at the Earth Summit. Project Justification: The healthcare facility, upon ECC renewal, is intended to serve the growing population of Walvis Bay and surrounding areas. This renewal process aligns with the Walvis Bay Integrated Urban Spatial Development Framework (IUSDF) for improved healthcare infrastructure. The location along a major activity route with existing businesses strengthens the case for the healthcare facility. Community Need: The project addresses the anticipated rise in population due to the expansion of the Port of Walvis Bay and related industries. Renewal of the ECC ensures the project considers any environmental changes since the initial approval. The influx of people increases health risks, necessitating readily accessible medical care. This development, following successful EMP and ECC renewal, expands healthcare options for residents. By renewing the EMP and ECC, this project ensures the healthcare facility aligns with current environmental regulations while fulfilling the growing community's need for expanded healthcare services.
