In this Act, unless the context otherwise indicates - "export" means to take out or cause to be taken out of Namibia, whether in the course of trade or otherwise; "import" means to bring or cause to be brought into Namibia, whether in the course of trade or otherwise; "Minister" means the Minister of Trade and Industry.
