Abstract:

The environmental clearance certificate is for: Activity 5.1 (d) (Infrastructure) The rezoning of land from use for nature conservation or zoned open space to any other land use. The proponent intends to subdivide Erf 599 into Erf A, B, C and Remainder. It is thus further the intention of the proponent to permanently close Erven A/599, B/599 and C/599, as Public Open Space in order to rezone Erf A/599 from Public Open Space to Office; Erf B/599 from Public open space to Civil and Erf C/599 from Public Open Space to Institutional. Erf 599, Ondangwa Extension 1 currently accommodates an office building belonging to the Ministry of Labour as well as a NORED substation. These land use activities do not conform with current zoning of the erf as per the Ondangwa Town Planning Scheme which is Public Open Space. The proponent thus aims to formalise the existing situation on the ground and intends to subdivide Erf 599 into Erf A, B, C and Remainder. It is further the intention of the proponent to permanently close Erven A/599, B/599 and C/599, as Public Open Space in order to rezone Erf A/599 from Public Open Space to Office; Erf B/599 from Public open space to Civil and Erf C/599 from Public Open Space to Institutional. Erf A/599 will resultantly accommodate the office building of the Ministry of Labour, Erf B/599 will accommodate the NORED substation. An additional Institutional zoned erf (Erf C/599) will be created which can be sold to a prospective buyer in the future to be used for Institutional purposes. The Remainder of the Public Open Space is to be reserved for stormwater management as well as for landscaping purposes. The proposed subdivision will create a smaller "Public Open Space" that has less cost implications on the Town Council in terms of developing and maintaining. In addition, the school situated on adjacent Erf 579, Ondangwa Extension 1 currently gains informal access from the northern part of Erf 599, Ondangwa Extension 1 and as such can use this open area for informal parking.
