Abstract:

Environmental Compliance Consultancy (ECC) has been engaged by Jumbo Charcoal (Pty) Ltd to act on their behalf for the environmental clearance certificate application for the operations of the Jumbo charcoal factory and briquette plant in the Otjozondjupa Region, Namibia. Jumbo Charcoal (Pty) Ltd was established in Okahandja in 1989 and has been operating for over 30 years. As such, the facility predates the promulgation of the Environmental Management Act (EMA), No.7 of 2007. Facilities predating the EMA are required to ensure potential environmental impacts are minimised and managed, through the development and implementation a site-specific Environmental Management Plans (EMP). The application for an environmental clearance certificate as set out in the instruction by the Ministry of Environment and Tourism (MET) for facilities predating the EMA, require an application for an environmental clearance in the form of an official application (Form 1) supported with the site’s environmental management plan. ECC has determined that the Ministry of Environment and Tourism is the Competent Authority for the project as it triggers listed activity that falls within the jurisdiction and mandate of MET. As part of the project, the following operational activities are envisaged, charcoal loading and offloading, sieving, packing and bailing. Therefore, ECC hereby submits the attached application for your consideration and review: - COMPLETED FORM 1 – Environmental Management Act 2007, section 32 Application Environmental Clearance Certificate - PROJECT- SPECIFIC ENVIRONMENTAL MANAGEMENT PLAN (EMP) – Project specific EMP has been developed for the project, and - RISK ASSESSMENT – Project specific risk assessment has been developed for the project.
