Abstract:

This case study focuses on a preliminary environmental assessment that was undertaken for a proposed hydropower project at Popa Falls in northern Namibia. The environmental assessment process was undertaken by an independent professional team led by Eco.Plan working together with South African and Namibian specialists. The preliminary nature of the assessment and the trans-boundary nature of the potential impacts associated with the project meant that the extent of the public participation had to be carefully considered. This case study is based on a review of project literature as well as interviews with a cross section of stakeholders involved in the process. It provides a description of the project and overview of its policy and legislative context, a description of the environmental assessment and public participation process and an analysis of key aspects of the public participation process.
