In view of the request to provide advice on how to deal with the applications in Omusati Region, the LAC commissioned a study to "review and analyse existing literature dealing with illegal fencing, customary land rights, 'land grabbing' and privatisation of communal land", and to "make recommendations on issues concerning 'illegal fencing' and how it is perceived to impact on the livelihoods of communities living on communal land".
