This paper looks at how the Community Water Management (CWM) programme in Namibia has impacted on social relationships in the #Khoadi //Hoas conservancy of the southern Kunene Region. Interviews were conducted in five rural settlements in #Khoadi //Hoas and with NGOs and government departments.
