This document describes a proposal for an integrated biodiversity planning and monitoring program for Namibia. The program would operate at three scales, national, regional (e.g. conservancy wide) and local. The activities at each of these scales would be different, but complementary. The structure of the program means that these activities are nested geographically and ecologically within each other from the national to local scales.
