Abstract:

This chapter compares the origins and development of community conservation policies (which emphasize the commercial exploitation of wildlife on communal lands) in Namibia and Zimbabwe. Particular attention is given to certain key issues: the degree and context of devolution in rights, authority, and responsibility implied by policy; the incentives for participation built into policy; and the degree to which international perspectives and interests have influenced national policy through donor involvement implementation.
