Abstract:
Northern Graphite Holdings (Namibia) (Pty) Ltd, the Company, is a 100% subsidiary of Northern Graphite Corporation, a Canadian TSXV-listed Company focused on becoming a world leader in producing natural graphite and upgrading it into highvalue products critical to the green economy. Such products include anode material for LiBs/EVs, fuel cells, graphite sheets, graphene, and advanced industrial technologies. Northern Graphite Corporation owns an operating mine at Lac des Iles in Quebec, the Bissett Creek graphite deposit in Ontario, the Okorusu processing plant, and the Okanjande mine in Namibia. The Okanjande Graphite Mine is located about 25 km South of the town of Otjiwarongo. An Environmental Impact Assessment (EIA) was conducted in 2014 (Gecko Graphite) for the then proposed Okanjande graphite mine and exploration activities, with a separate EIA conducted in 2016 for the processing of the Okanjande graphite ore at Okorusu (Okorusu Fluorspar (Pty) Ltd). An amendment to the 2016 EIA was applied for in 2023. However, the company is relocating the existing processing plant and facilities at Okorusu mine to the Okanjande project site, where a new crushing and milling plant will be installed with additional activities to the 2023 amendment project scope. Key amendments are summarised below: • Changes in Mining and Processing o Changes to Mining and Processing rates, o Mine Layout and footprint, Designs, o ore material & graphite concentrate transportation, o Water Supply, o Disposal of mineral waste (Co-disposing of waste rock and filtered tailings). • New Activities o Marble Quarrying; o Power Generation; o Landfill; Domestic waste; o Telecommunication Tower; o Explosive Magazine As a result of the above new developments, an amendment to the previously issued ECC is required. The proponent commissioned the amendment of the EIA and appointed Environam Consultants Trading (ECT) to undertake the necessary activities to enable an application for an Environmental Clearance Certificate with the Environmental Commissioner as prescribed by the Environmental Management Act (No. 7 of 2007) and Environmental Impact Assessment Regulations (Government Notice No. 30 of 2012). In line with Regulation 21(2) of the above-mentioned EIA Regulations, this BID is distributed to potential I&APs as part of the public consultation process for this EIA.
