Abstract:

The Environmental Clearance Certificate renewal is for: Continuation of an existing mining activity, for which an Environmental Clearance was obtained during November 2020, which requires authorization in terms of the Minerals (Prospecting and Mining) Act (No. 33 of 1992). 2. DETAILS OF THE ACTIVITY(S) COVERED BY THE ENVIRONMENTAL CLEARANCE CERTIFICATE: 2.1 Title of the Activity Continuation of the mining (quarrying) for mineral dimension stone (i.e. granite). Location of Activity Mining Claim 67826 – 67828 and 67831 are situated within the Omaruru Magistrate District, Daures Constituency, in the Erongo Region (see Appendix A). 2.3 Nature of Activity The activities undertaken at MC 67827 are mining (quarrying) of mineral dimension stone (i.e. granite), which is a natural stone or rock that has been selected based on its color, texture, pattern, and surface finish, as per the marker demand. The operational process of mining the mineral dimension stone (i.e. granite), begins with identifying and exposing a granite deposit in its natural form (i.e. rock formations). Once the deposit has been identified and exposed, top and sub-soil is removed and the extraction (i.e. quarrying) of the granite in its natural form can begin. Both the identification and top and sub-soil removal phase`s produces reject sand and stone which is removed to the on-site reject waste area for later use as backfilling during the rehabilitation phase. Extracting (i.e. quarrying) is the process of removing large blocks of stone from an identified and exposed geologic deposit by means of using a particular technique such as digging, blasting, cutting and/or sawing. The type of technique used depends on the physical properties of the deposit itself. The technique of blasting, for fragmentation of the rock (limited and controlled use of weak explosives) and diamond wire sawing is used on-site. Once mining in the particular quarry has seized the reject rock and sand from the reject waste area is placed back into the quarry by means of backfilling. The area is then compacted, reshaped and revegetated to resemble that of the natural surrounding environment. The wire saws are fitted with diamond abrasive and operated with a small stream of water as to cool the saw during the cutting process. The stone is then cut into large individual blocks of a specified size. The blocks are then based on their visual and physical quality either taken to the stock area or to the on-site reject waste area. Blocks that have been selected for resale are transported from the on-site stock to the main stock area of Damara Granite (PTY) Ltd. for resale, given its close proximity to the town of Walvis Bay. Mining machinery, such as drilling and blasting equipment, compressors, cranes for lifting the blocks and trucks for transport are used on-site. 2.4 Scale and Scope of the Activity Mining activities on MC 67826 - 67828 and 67831 was started in 2009. MC 67827 is active while MC 67826 - 67828 and 67831 are dormant. MC 67827 consists of a mining quarry, a site office, a reject waste area, a scrap yard (scrap machinery/metal), a work shed for the general servicing of plant and machinery, and staff accommodation in the form of sleeping quarters and ablution facilities. The current quarry (mining area) is 3,937m² in extent, inclusive of the rock-waste dump site and temporary storage area.
