Abstract:

NamWater Ltd. was granted an Environmental Clearance Certificate (ECC01734) for the construction, operation, maintenance, and decommissioning of the proposed Outapi Water Treatment Plant (WTP) with a capacity of 283 m³/hr. During the initial Environmental Impact Assessment (EIA) study, concerns were raised about the proposed design capacity of the WTP and NamWater was requested to review the demands contained in the Knight Piesold report by taking into consideration the additional information on the population and economic growth of the supply area. Upon several revisions of the proposed WTP design and control philosophy, following the newly proposed water demand revisions, a decision by NamWater’s management was made to increase the design capacity of the proposed WTP from 238 m³/hr. to 438 m³/hr. The decision to increase the design capacity for the proposed WTP will result in the construction of additional infrastructure that were not included in the initial EIA. Consequently, this has caused the scope of works included in the approved Scoping Report and the ECC to change in terms of section 39 of the Environmental Management Act 7 of 2007, an amendment to the existing ECC 01734 issued on 11 November 2021 is required .
