Abstract:

The Environmental Clearance Certificate renewal is for:  Activity 10.1 - Infrastructure (j) - Masts of any material or type and of any height, including those used for telecommunication broadcasting and radio transmission. 2. Details of the activity(s) covered by the Environmental Clearance Certificate: 2.1 Title of the Activity Operation of a Broadcasting Base Station at Erf 1166, Ext. 3, Rundu, Kavango East Region. 2.2 Location of Activity The Broadcasting Base Station (BBS) is located on a portion of Erf 1166, Extension 3 in Rundu, which is situated to the north-central parts of the larger Rundu town. 2.3 Nature of Activity The activity entails the continuation of MultiChoice Namibia’s current GOtv service within Rundu, which is done via a broadcasting base station located at Erf 1166, Ext. 3, Rundu. 3. The need for a Broadcasting Base Station (BBS) in Rundu: Given the increase in demand for more affordable and accessible television services and access to information in Namibia, MultiChoice Africa introduced their new GOtvTM service and the latest digital terrestrial television standard, the DVB-T2 in Rundu during 2015. 4. Scale and Scope of the Activity The BBS consists of a tower structure and equipment, which facilitates the wireless communication for television broadcasts between the user and the network. The area taken-up by the BBS is 312m² (26,000m x 12,000m). The BBS site accommodates a tower structure (see below), two containers, a generator container (back-up power), a telecommunication equipment container (transmitters and receivers) and a 4.5m diameter satellite dish (Andrew ES45T) fenced in with a 2.4m high perimeter palisade fence with razor coil on top. Access to the BBS is restricted to authorised personnel only by means of locked gates and appropriate palisade fencing.
