Abstract:

For the operation of an existing charcoal screening, packaging, and storage facility in Outjo, Kunene Region, Namibia. Etosha Charcoal has been established in Outjo in 1998 and has been operating for over 20 years. As such, the facility predates the promulgation of the Environmental Management Act (EMA), No.7 of 2007. Facilities predating the EMA are required to ensure potential environmental impacts are minimised and managed, through the development and implementation a site-specific Environmental Management Plans (EMP). Listed activities triggered by the project include: LISTED ACTIVITY EIA SCREENING FINDING ENERGY GENERATION, TRANSMISSION AND STORAGE ACTIVITIES 1. The construction of facilities for โ€“ (a) The generation of electricity (b) The transmission and supply of electricity. Cenored powerlines are extended to the site and provides the facility with electricity. WASTE MANAGEMENT, TREATMENT, HANDLING, AND DISPOSAL ACTIVITIES (2.2) Any activity entailing a scheduled process referred to in the Atmospheric Pollution Prevention Ordinance, 1976. The project generates dust due to the processing and handling of charcoal. WATER RESOURCE DEVELOPMENTS (8.6) Construction of industrial and domestic wastewater treatment plants and related pipeline systems. (Possible activity). A septic tank is installed on-site HAZARDOUS SUBSTANCE TREATMENT, HANDLING AND STORAGE (9.1) The manufacturing, storage, handling or processing of a hazardous substance defined in the Hazardous Substances Ordinance, 1974. There is a 2000l diesel tank installed on-site. 2. Details of the activity(s) covered by the environmental clearance certificate: Title of Activity: For the operation of an existing charcoal screening, packaging, and storage facility in Outjo, Kunene Region, Namibia. Nature of Activity: The following activities and infrastructure are associated with the project: Operation of a charcoal screening, packaging, and storing facility. Scale and Scope of Activity: Etosha Charcoal Namibia (PTY) Ltd will continue screening, packaging and storing charcoal to support the local economy and to increase its current revenue stream and sustain its direct employment structure. The following activities and infrastructure are associated with the project: Continued operation of the existing charcoal screening, packaging, and storage facility including the use of the onsite offices, as well as toilet facilities. Water is supplied by the Outjo Municipality ( sourced from boreholes). Electricity is supplied by Cenored. Existing infrastructure includes: Charcoal screening and packaging area; Three storage areas (1460 m2 per unit); o an office and ablution block. The proponent receives bulk charcoal from farms surrounding the towns of Outjo, Otavi, Otjiwarongo, Kalkfeld and Kamanjab.
