The Coptic Orthodox Church in Namibia intends to construct an outbuilding on Erf 740, Extension 2, Ondangwa to accommodate at least two flats. Although Erf 740 belongs to the church, the Erf is currently zoned as Public Open Space. The Ondangwa Town Council has requested the church to apply for the permanent closure and rezoning of Erf 740 from POS to institutional in terms of Article 50 (1) (c) of the Local Authorities Act 23 of 1992 as amended and Section 105 (12) (a) of the Urban and Regional Planning Act 5 of 2018. In terms of the Environmental Management Act 07 of 2007, the closure of a Public Open Space cannot be undertaken without an Environmental Clearance Certificate being obtained.
