Abstract:

The environmental clearance certificate is for: The Environmental Management Act (Act 7 of 2007) is the regulating legislation that governs all activities that may have a potentially detrimental effect on the receiving environment. Under the Act, development of all "communication networks including towers, telecommunication and marine telecommunication lines and cables", is among the listed activities that cannot be undertaken without an environmental clearance certificate. The definition of "communication networks" includes fibre optic lines, indoor antennae, antennae on existing infrastructure, temporary sites, as well as base transceiver stations (BTS) structures of various heights. In addition to this, the project involves activities related to the construction of associated infrastructure for the Project: "Construction of facilities for the transmission and supply of electricity" "Construction of public roads". These listed activities form part of the Scope of Works of the National Environmental Assessment (NEA) and are considered in all the phases of the project. Consequently, Mobile Telecommunications Namibia (Pty) Ltd (hereafter MTC Namibia) is applying the renewal of the clearance certificate from the office of the Environmental Commissioner for the proposed sites on condition that: 1. The Generic Environmental Management Plan (GEMP) is implemented (Attached to the application). 2. The submission of a Detailed Assessment form (See Addendum 1 of the EMP) to the DEA before commencing with construction of any detailed assessment site (this submission is not subject to environmental clearance but serves to inform the authority of the proposed design and on-site conditions). 3. The appointment of an Environmental Control Officer (ECO) on site during the construction phase of the proposed project to ensure that all the mitigation measures discussed in the National Environmental Assessment Report and the EMP are enforced.
