Abstract:

The environmental clearance certificate is for Renewal of Environmental Clearance Certificate for the proposed 8MW wind farm next to Sperrgebiet Diamond Mining’s Elizabeth Bay (EBay) mine, Mining Licence (ML) No. 45, with access roads, lifting pads and overhead power lines to the nearby substation, located in Tsau //Khaeb (Sperrgebiet) National Park, Lüderitz district, //Karas Region, Namibia. 2. Details of the activity(s) covered by the environmental clearance certificate: Title of Activity: A 8MW AC wind farm, located next to Sperrgebiet Diamond Mining’s Elizabeth Bay (EBay) mine, Mining Licence (ML) No. 45 Tsau //Khaeb (Sperrgebiet) National Park, //Karas Region. Nature of Activity: The development and operations of the proposed wind farm comprising four (4) wind turbines of 2MW each with rotor of 93m diameter and 90m tower height located next to Elizabeth Bay (EBay) mine within the Sperrgebiet National Park (SNP), //Karas Region. Scale and Scope of Activity: An Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) reports were submitted in October 2016, in order to support the environmental clearance application for an 8MW wind farm. The project was granted an environmental approval by the Department of Environmental Affairs (DEA) valid for a period of three (3) years on the 20th of July 2018. The following is the summary of the activities associated with the proposed 8MW wind farm: Creation of access road by upgrading the existing service tracks as may be required, including possibly around the Kolmanskop area should gradients of existing hauling road demonstrate not to be adequate for wind turbines parts transportation. The upgrading in some place(s) will require blasting, grading, excavating, filling, levelling, compacting and overall favourable low gradients to transport the various turbines parts; Site preparation to accommodate four (4) lifting pads / platforms including soil / ground preparation, blasting, grading, excavating, filling, levelling, compacting around the key four (4) areas (1 lifting pad per Wind Turbine); Fencing as may be required, however, considering the fact that the turbines are located in protected area, there is no need for fencing the turbines. However, if fencing is required for whatever reason, it should be done as so; Drilling for construction / erection of internal 6.6kV overhead lines (or cables and associated trenching) connecting the Wind Turbines to the wind farm Switching Station (located at WT4 location); Drilling for construction / erection of a 6.6kV overhead power line (or cables and associated trenching) linking the proposed 8MW Wind Farm Switching Station to the existing Sperrgebiet Diamond Mining substation; Excavating, filling, grading, levelling, rock drilling, grouting and construction for the four (4) turbines foundation (tripod rock anchored foundation) that will require the use of heavy construction equipment; Erection of the four (4) Wind Turbines towers that will require the use of heavy lifting equipment; Nacelle, Hub, Blades, associated module mounting / clamping and turbine housing structural mounting that will require the use of heavy lifting equipment; AC electrical works, electrical cabinets, wiring, cabling and electrical equipment installation such as transformers, switchgears, protections etc. incl. housing of such where applicable; Installation of Communication Monitoring and sensors devices such as wind vanes and anemometers; Installation of Aviation Flashlights on top of each Nacelle; Mechanical and Electrical Commissioning; Wind Energy Generation and Maintenance (for 25 Years); and Decommissioning (After 25 Years) / Retrofit of Facility / Upgrade of Facility.
