Abstract:

The renewal of the Environemntal Clearance Certificate is for: The construction of public roads and quarrying for the purpose of base material, as well as potential removal of trees, which requires a permit as per the Forest Act, 2001 (Act No. 12 of 2001) or any other law. The ‘listed activities’ that might be affected are listed below: Forestry activities 4. The clearance of forest areas, deforestation, afforestation, timber harvesting or any other related activity that requires authorisation in terms of the Forest Act, 2001 (Act No. 12 of 2001) or any other law. Water resource developments 8.8 Construction and other activities in water courses within flood lines. Hazardous substance treatment, handling and storage 9.1 The manufacturing, storage, handling or processing of hazardous substance defined in the Hazardous Substance Ordinance, 1974. Infrastructure 10.1 The construction of - (b) public roads; 10.2 The route determination of roads and design of associated physical infrastructure where- (a) it is a public road; (b) the road is reserve is wider than 30 meters; or (c) the road caters for more than one lane of traffic in both directions. 2. Details of the Activity(s) covered by the Environmental Clearance Certificate: 2.1 Title of the Activity Upgrading of Road TR7/1 Karibib to Usakos. 2.2 Location of Activity The activity extends from Karibib Town to Usakos Town, located in the Erongo Region (see attached locality map). 2.3 Nature of Activity The activities associated with the construction of road (i.e. construction phase and operational phase) are listed below: Setting-up the construction camp (clearance of vegetation); Vegetation removal within the area extending from the road to the road reserve edge; Complete vegetation removal within the quarry areas and roads from quarries to road area being constructed; Mining of base material from quarry and storage on-site at quarry; Transportation of base material to the end use area and dumping at the area under construction; Construction of culverts and widening of existing bridges; Widening of current road surface to provide for double lanes in one direction; Construction of temporary by-passes to provide for traffic during the construction phase; Flattening and compacting of gravel to applicable standards; Erecting of roads signs; Rehabilitation of road reserve area and construction camp. 2.4 Scale and Scope of the Activity The extend of the area to be affected is an area of 28.9km long by 60m. Wide, being the entire road reserve. As indicated above, the largest disturbance will be at places where a double lane is constructed or where temporary by-passes are provided, all located within the existing road reserve, which would entail vegetation removal. Larger trees further than 30m from the road surface are usually preserved. To date, due to an insufficiency of funds, the upgrading of the Road TR7/1 has not yet commenced.
